A RESOLUTION authorizing temporary closure of portions of South Third Street
between East Yakima Avenue (to the North) and East Chestnut
Avenue (to the South) for the Yakima Farmers' Market.
WHEREAS, the Yakima Farmers' Market (YFM) has successfully completed its first year
as a Downtown Area event that creates a "festive, family-oriented, downtown, community
farmers' market" takes advantage of Yakima's agricultural and tourism economics; and
WHEREAS, the Yakima Farmers' Market 2000 season will be held every Sunday
beginning June 4, 2000 through October 29, 2000; and
WHEREAS, the Yakima Farmers' Market operating hours during the 2000 market season
will be from 9:30 a.m. until 2:30 p.m.; and
WHEREAS, the street closure hours of 8:00 a.m. to 4:00 p.m. are consistent with the
1999 Farmers' Market street closure (Resolution 99-84), and
WHEREAS, the City Council deems the Yakima Farmers' Market to be a special event
for which street closure is desirable, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The following streets are hereby closed at the times and dates indicated:
South Third Street between East Yakima Avenue (to the North) and East Chestnut
Avenue (to the South) for the following dates and times.
Every Sunday for 22 weeks beginning June 4, 2000 through October 29_, 2000
8:00 a.m. until 4:00 p.m.

SUMMARY EXPLANATION: The Yakima Farmers' Market 1999 market season was a great success.
The Market's expressed goal of providing a "festive, family-oriented, downtown, community farmer's
market that takes advantage of Yakima's agricultural and tourism economics provided significant benefit
to area shoppers seeking high-quality, fresh Yakima Valley grown produce. Many hand -made arts and
crafts were also available to our community residents on market days. Although the 1999 Farmers'
Market operated only 16 weeks, rather than the more typical 22 weeks of operation, evidenced by other
farmers' market operations within the state, the Yakima Farmers' Market was rated as one of the state's
top ten markets based upon gross sales of $320,000.
The Yakima Farmers' Market is requesting Council approval to operate under new hours for the Year
2000 season (9:30 a.m. to 2:30 p.m.). In addition, market activity promises an increase in the number of
participating vendors for the 22 weeks of operation.
Copies of the Yakima Farmers' Market 2000 Application, Market 2000 Rules, Guidelines & Policies, and
the Washington State Farmers Market Guide are enclosed for your information. Please note that 1)
products not covered in the attached will be given individual consideration by the Market Manager, 2) stall
assignments are made based on the Market's need to balance what is available for sale to customers.
The Yakima Farmers' Market is a member market of the Washington State Farmers Market Association
(WSFMA) which provides group liability insurance coverage for 72 markets around the State. Minimum
qualifications for membership include the following: No commercial items, no imported items and no
second hand items shall be sold by any vendor at any WSFMA member Farmers' Market. In addition, no
franchises are allowed at any WSFMA member Farmers' Market (see Washington State Farmers Market
Guide attached).
With approval of this resolution, Council would continue for a second year the DARC initiated Yakima
Farmer's Market and authorize a street closure permit on South 3rd Street from Yakima Avenue to
Chestnut Avenue for the 22 Sunday's starting June 4, 2000 and ending October 29, 2000 for the hours of
8:00 a.m. to 4:00 p.m.
