Adjourn Next Meeting: July 23, 2025 - 1 - 06/11/2025 YPC Minutes City of Yakima Planning Commission (YPC) Meeting Minutes June 11, 2025 Call to Order Chair Place called the meeting to order at 3:00 p.m. Roll Call YPC Members Present: Chair Mary Place, Vice-Chair Anne Knapp, Charles Hitchcock, Colleda Monick, Kevin Rangel, Frieda Stephens, Jeff Baker, Arthur Salido, Shelley White YPC Members Absent: Leanne Hughes-Mickel, Philip Ostriem (both excused) Staff Present: Trevor Martin; Planning Manager, Eva Rivera; Planning Technician City Council Liaison: Rick Glenn, Janice Deccio Staff Announcements – Planning Manager Martin announced the following: • BERK will be presenting to the Planning Commission on July 23 Approval of Minutes from May 28, 2025 - It was motioned by Commissioner Hitchcock and seconded by Commissioner Monick to approve the meeting minutes of May 28, 2025. The motion carried unanimously. Public Comment – Joe Daniels provided public comment. New Legislative Housing Bills – Martin distributed handouts of the new legislation. The commission discussed some of the changes. Other Business - Chair Place attended the Bike/Ped Committee meeting; however, it did not proceed due to lack of quorum. She plans to attend the next scheduled meeting and will be attending the upcoming Historic Preservation Committee and Tree Board meetings. Chair Place also informed the Commission that she had been asked to sign a letter of support for the trolleys but declined. Commissioner White read the statement she had previously presented to the City Council. Meeting Recap – Action Items & Decisions: Staff will let Chair Place know when the next Tree Board meeting is. Outstanding Action Items • An orientation or educational item summarizing past Planning Commission actions related to the Housing Action Plan will be developed. It will be a standalone item and is anticipated to be presented within the next couple of meetings, but not at the next agenda. - 2 - 06/11/2025 YPC Minutes • Staff will provide upcoming dates for the next community division/workshops, tentatively scheduled for August and November. • Chair Place will attend upcoming meetings of the subcommittees to explain how information will be shared with the Planning Commission. It was decided that updates or important information from the commission or its subcommittees will be communicated to City Council via a written report A motion to adjourn to June 25, 2025, was passed with a unanimous vote. Martin responded that he had the list and would forward it to the commissioners. A concern was raised about BERK using commissioners' private email addresses in correspondence. Martin responded that there was no way to prevent this, and advised that if Commissioners are contacted by a member of the public, those emails should be forwarded to him. Commissioner Knapp also requested that meeting dates be included in email subject lines. Public Comment – Tony Courcy provided public comment. Recap of Recent Legislation – The Commission reviewed handouts from the previous meeting regarding recent changes in housing legislation. Staff responded to questions and provided clarification as needed. Introduction of Open Space in Subdivisions – Staff requested input from the Commission regarding greenspace and shared some examples of other communities. The Commission entered into discussion. Other Business - Commissioner White suggested bringing back the conversation of design standards. Meeting Recap – Action Items & Decisions: • Land Capacity list submitted to BERK will be emailed to the Commission • Staff will email compiled list of Comp Plan topics discussed previously • BERK cannot avoid using the commissioners’ personal email in group emails sent • BERK will add dates on subject lines or somewhere in the email body • Staff will look into SB3670 for implementation - 2 - 06/25/2025 YPC Minutes • Staff will send any updated materials from the Department of Commerce regarding Unit lot subdivisions and lot splitting guidelines • Scan from green book will be emailed to the Commission • Staff will provide the source of the scenic landscape development handout and the source and city the open space development model ordinance came from. • Staff will send a parks inventory • Examples from other cities for landscaping standards will be emailed to the Commission • Staff will coordinate a future roundtable with experts to discuss design standards Outstanding Action Items • An orientation or educational item summarizing past Planning Commission actions related to the Housing Action Plan will be developed.
