Dear Jeff:
Thank you for meeting with Lieutenant Higgins and I at your office last week. As you are aware,
the condition of our patrol vehicles is deteriorating. Your offer of selling a used patrol vehicle to
us is most gracious. In particular, the 1996 Crown Victoria assigned to one of your traffic
investigators would fit our needs.
Please consider this letter as an intent to purchase the used patrol vehicle. We can work out
additional details later. If there are any dramatic changes in the condition of the patrol vehicle
between now and the estimated February availability I would need to reconsider.
I appreciated the tour of your facility. We'll talk soon.

ITEM TITLE: Consideration of a Resolution Declaring a Used Police Vehicle to be
Surplus and Authorizing its Sale to Central Washington University
SUBMITTED BY: Chief Don Blesi
CONTACT PERSON/TELEPHONE: Capt. Jeff Schneider, 575-6151
SUMMARY EXPLANATION:
The Police Department currently has a used police vehicle in the Equipment Rental and
Replacement Division, which is in excess of the City's needs. This car is to be sold at
auction this fall.
Central Washington University is requesting to purchase a 1996 Crown Victoria, including
unserviceable surplus radio and lights associated with the vehicle, for use by the University
police for the price of $3,000. This unit is Equipment #1268, License #18395D. The price
of $3,000 is a reasonable price for a surplus police vehicle with high mileage.
Staff is requesting the City Council declare this unit as surplus to our needs and authorize
the sale of the vehicle to Central Washington University for the price of $3,000, plus sales
tax of $237 totaling $3,237.
