RESOLUTION NO. R-2000-14
declaring forty (40) used and obsolete "Super Pass" personal alert
safety system (PASS) devices surplus and without value to the
Yakima Fire Department, and authorizing transfer of 20 each to
Yakima County Fire Protection District #3 (Naches) and 20 each
to Yakima County Fire Protection District #14 (Nile Valley).
WHEREAS, the City of Yakima owns 40+ used and obsolete "Super Pass"
personal alert safety system (PASS) devices located at Fire Station
#1, and
WHEREAS, said PASS devices are surplus to the needs of the Yakima Fire
Department, and
WHEREAS, the PASS devices have no realizable resale value, and
WHEREAS,
WHEREAS,
the Naches and the Nile Valley fire departments both have stated a
need for such devices, and
the disposal of said PASS devices under the terms and condition of
this resolution is in the best interest of the Yakima Fire
Department, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
1. The City Council hereby declares the aforementioned PASS Devices to be
without value and surplus to the needs of the Yakima Fire Department and the
City Manager is hereby authorized and directed to dispose of said PASS
devices. in a manner consistent with this resolution.
2. Said "Super Pass" PASS devices are hereby transferred, 20 each to the Naches
Fire Department, and, 20 each to the Nile Valley Fire Department.
2. This resolution shall have no effect unless it is subscribed by an authorized
representative of the Naches and of the Nile Valley Fire Departments.

Subject: Supper Pass device
It has come to our attention that the Yakima Fire Department has some surplus "Super
Pass" personal alert system (PASS) devices.
Yakima County Fire Protection District # 3, has a definite need for these "Super Pass"
type devices.
If it is possible for the City of Yakima to donate some of these devices the Naches Fire
District, we would be most appreciative. We do not have funds to purchase these devices
at this time.

SUMMARY EXPLANATION:
The Yakima Fire Department currently owns 40+ used "SuperPass" personal alert safety
system (PASS) devices which are located at Fire Station #1. These PASS devices are
considered obsolete items for which the Fire Department has no foreseeable use. They
were removed from service when we recently updated and upgraded our PASS device to
a unit that is an integrated part of the self-contained breathing apparatus used by our
personnel.
Staff recommends that the City Council declare the "Super Pass" PASS devices surplus
and they be transferred in equal numbers to Yakima County Fire Protection Districts #3
(Naches), and #14 (Nile Valley), both districts which have few or no PASS devices for
use by their personnel.

STAFF RECOMMENDATION: That Council adopts the attached Resolution declaring
the "Super Pass" PASS devices surplus and authorizes the transfer of ownership to
Yakima County Fire Protection Districts #3 (Naches) and #14 (Nile Valley).
