This study funded from assessments received by the City from Downtown Parking and Business Improvement Area (PBIA) has been recommended by the DARC committee. In developing this agreement with Washington State University, we have been informed that a formal agreement between the City and Washington State University will trigger a requirement of a 45% indirect cost to the University to manage the contract. This 45% represents an unanticipated expense which must be subtracted from the $10,000 dollar amount scheduled to go to the School of Architecture. Through our negotiations, we have learned that one alternative to the 45% indirect cost is for the Council to approve a "gift". With this change, there will be no 45% indirect cost. It is important to note that because this is a gift, there may be no binding standards of performance for the student project here in Yakima. Under the circumstances and considering the value of this project to DARC and the City and the outstanding reputation of the University, we feel that the risk of working with the School of Architecture without a formal binding contract is acceptable.
