A RESOLUTION authorizing the City Manager to execute and file a funding
assistance application for a Youth Athletic Facility Grant
("YAF") project to the Interagency Committee for Outdoor
Recreation ("IAC") as provided in Chapter 43.98A RCW, and
all other applications, agreements, amendments and
documents for the purpose of automating the irrigation
system at Elks Park.
WHEREAS, the City Council of the City of Yakima has approved a
comprehensive plan that includes this project area; and
WHEREAS, under the provisions of the YAF, state and federal funding
assistance is requested to aid in financing the cost of the irrigation project; and
WHEREAS, the City Council of the City of Yakima considers it in the best
public interest to automate irrigation at Elks Park as described in the funding
assistance application; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
YAKIMA:
1. That the City Manager of the City of Yakima is hereby authorized
to execute and file a formal application with the IAC for funding
assistance; and
2. That any fund assistance received be used for the implementation
of the project referenced above; and
3. That the City of Yakima certifies that its share of project funding is
committed and will be derived from a donation from National
Little League Association; and
4. That the City of Yakima acknowledges that it is responsible for
supporting all non-cash commitments to the sponsor share should
they not materialize; and
5. That the City of Yakima acknowledges that this project with IAC
financial aid must be placed in use as an outdoor recreation area
and be retained in such use in perpetuity unless otherwise
provided and agreed to by our organization, IAC and any affected
federal agency; and

6. That this resolution becomes part of the formal application to IAC;
and
7. That the City of Yakima provided appropriate opportunity for
public comment on this application.

A. Purpose of Agreement
This Agreement sets out the terms and conditions by which a grant is made from the Youth Athletic
Facility Grant Account of the State of Washington's General Fund. The grant is made by the Interagency
Committee for Outdoor Recreation (IAC) to the Project Sponsor, for the project named above.
B. Description of Project
The subject project is described on the attached Project Summary.
C. Terms of Agreement
The Sponsor's ongoing obligation for the above project is perpetual unless otherwise identified in this
Agreement.
D. Implementation Period
The Project reimbursement period shall begin on September 1, 1999 and end on April 30, 2000 Unless
otherwise provided, no expenditure made before or after this period is eligible for reimbursement unless
incorporated by written amendment into this Agreement.

F. Additional Provisions or Modifications of the General Provisions (Special Conditions)
The Project Sponsor must insure that the facility acquired, developed, improved, and/or maintained
through the Youth Athletic Facilities Account funding identified in this Project Agreement is made
available for public youth and/or community athletics for a minimum of twenty (20) years from the
date of project completion. Project Completion begins at IACs issuance of final reimbursement.
Should the facility become unavailable for public youth and/or community athletic use during this 20
year period, except as provided for in Section 18 (e), IAC requires the project sponsor to replace all
entirely or partially funded project elements within this agreement.

G. Compliance with Applicable Statutes, Rules, and IAC Policies
This Agreement is governed by, and the Sponsor shall comply with, all applicable provisions of
Chapter 43 51 RCW, Chapter 286 WAC, and published IAC policies, which are incorporated
herein by this reference as if fully set forth.
H. Rights and Obligations
All rights and obligations of the parties to this Agreement are subject to this Agreement and its
attachments, including the Sponsor's application, Project Summary, Eligible Reimbursement
Activities Report, and the General Provisions.
Except as provided herein, no alteration of any of the terms or conditions of this Agreement will be
effective unless provided in writing All such alterations except those concerning the implementation
period, must be signed by both parties Implementation period extensions need only be signed by
IAC's Director.

DESCRIPTION:
The Elks Park Irrigation project will provide automated irrigation for six youth baseball fields at the City of Yakima's
Elks Park. Representing about 75 percent of a 12.5 acre park, the ballfields have been a youth sports center for
over 20 years and serve as home fields for Yakima National Little League. The fields are currently maintained with
an aging, inefficient, manually -operated system. Little League contracts for its operation as part of an agreement
with the City of Yakima.
Automated irrigation will create multiple benefits
1. Increased daytime field availability.
2 Significant water cost savings for Parks & Recreation.
3. Diversion of Little League financial resources to player and program development.
4. Improved condition of playing fields.
5. More efficient maintenance of the fields
This project is ready to proceed Funding is in place. Designs and specifications are on file The project can go out
to bid as soon as it is approved Construction can be completed by late fall and the system can be operational in
time for the spring, 2000, season.
This project answers community need. Yakima's Mayor, Little League, Yakima Family YMCA and the Parks and
Recreation Commission join Yakima Parks and Recreation in identifying this as an important advance in providing
quality facility for youth athletic programs.

From 1-82, as you approach Yakima, take the Highway 12/White Pass exit. Travel west to North 16th Avenue, then
south on 16th about 1/2 mile. Turn left onto West "I" Street (Hathaway). Travel east to Elks Park.

SUMMARY EXPLANATION:
Attached is a Resolution authorizing the City Manager to execute and file a grant application
for a Youth Athletic Facility Grant (YAF) project to the Interagency Committee for Outdoor
Recreation (IAC).
The Parks and Recreation Division submitted the grant request to automate the irrigation
system at Elks Park. The total project cost is $70,000. The National Little League has agreed
to contribute $17,500 toward the project, and the remaining match of $17,500 has been
allocated within the 1999 Capital appropriation for Park Maintenance.
Automating Elks Park will provide the following benefits:
1. Save maintenance manpower and water costs;
2. Allow for night time watering which will enhance the quality of the turf;
3. Increase field usage due to nighttime watering; and
4. Deter inappropriate activity in the park after dark during irrigation times.
