A RESOLUTION RESOLUTION NO. R-2025-105 authorizing the execution of Amendment 3 to the Interagency Agreement with Department of Ecology (ECOLOGY) for the former Tiger Oil site located at 1808 N 1st Street Project 2389 WHEREAS, Ecology has partnered with the City of Yakima (YAKIMA) for the cleanup and continued remediation of the former Tiger Oil site located at 1808 N. 1st Street; and, WHEREAS, on Oct 5, 2021, Yakima entered into an Interagency Agreement with Ecology (R-2021-129) for cleanup activities of the former Tiger Oil site; and, WHEREAS, Ecology has prepared Amendment No.3 of the Interagency Agreement TCPRA-1921-YakiCM-00121 with the City of Yakima; and, WHEREAS, Amendment No.3 will amend the original Agreement to change the expiration date from June 30, 2025, to June 30, 2027; and, WHEREAS, the City Council finds and determines that approval of this interagency agreement amendment is in the best interest of the City of Yakima; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute Amendment 3 of the Interagency Agreement with Department of Ecology for the former Tiger Oil site located at 1808 N. 1st Street Project 2389, attached hereto and incorporated herein by this reference as described in Agreement TCPRA-1921-YakiCM-00121 Amendment No.3. For Meeting of: July 1, 2025 ITEM TITLE:Resolution authorizing Department of Ecology Grant Amendment 3 for environmental cleanup of Tiger Oil site at 1808 N 1st Street Project 2389/1st (Environmental Fund 555) SUBMITTED BY:Bill Preston, Community Development Director BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT SUMMARY EXPLANATION: The City of Yakima (City) has been working with the Department of Ecology to clean up the former Tiger Oil site located at 1808 N 1st Street. The City recommends entering into Amendment 3 with Department of Ecology to continue the remediation of the site. The Department of Ecology grant requires a 10% match. The amendment extends the Agreement to June 30, 2027 while retaining all remaining DOE funds. Site remediation is complete requiring two years of monitoring with an expected No Further Action designation from DOE at the end of the Agreement.
