AN ORDINANCE related to bids for contracts and purchases without calling for bids and
amending the City of Yakima Municipal Code Section 1.80.040
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 1.80.040 of the Yakima Municipal Code is hereby amended to
read as follows:
1.80.040 Purchases without calling for bids—Exceptions.
Supplies, material, equipment or services, except for public work or
improvement, may be purchased without calling for bids in any amount not to
exceed fifty thousand dollars ($50,000) for any individual purchase. Any
purchase of supplies, material, equipment or services, when the cost thereof
exceeds fifty thousand dollars ($50,000), shall be made pursuant to -a -call for
bids in the same method and under the same conditions as required by Article
VI, Subsection 6 of the Yakima City Charter for a public work improvement,
unless an emergency is declared by resolution of the city council so as to
authorize such a purchase without calling for bids, pursuant to Article VI,
Subsection 6 of the Yakima City Charter. (Ord. 93-49 § 1, 1993: Ord. 3278 § 1,
1990: Ord. 2750 § 1, 1984: Ord. 2576 § 1, 1981).
Section 2. This ordinance shall be in full force and effect 30 days after its passage,
approval, and publication as provided by law and by the City Charter.

ITEM TITLE: Ordinance increasing the Bid Limit to $50,000 on the purchase of
Supplies, Material, Equipment and Services

SUMMARY EXPLANATION:
It is requested Yakima City Council pass the attached ordinance to increase the city's formal,
sealed bid limit for supplies, material, equipment and services to $50,000. The current bid limit
has been $25,000 since 1990. City Charter ARTICLE VI, SECTION 6 allows for the monetary
increase by ordinance enacted by the vote of no less than a two-thirds majority of the City Council
members.
Increasing the bid limit to $50,000 will align with Yakima County's newly established bid limit of
$50,000, which was approved by the Legislature under House Bill 2427 and is currently in the
process of being adopted by the Yakima County Board of Commissioners. Having the same bid
limit in both the city and the county will streamline the procurement process for the purchasing
department and provide for consistency in solicitations.
