RESOLUTION NO. R-99-151
A RESOLUTION authorizing the execution of an agreement with Washington
State University for the purpose of providing a student research
project to generate schematic designs on downtown
development issues.
WHEREAS, the Downtown Area Redevelopment Committee (DARC) has
been working since July 1999 with Cathryn Keane, Professor at Washington State
University School of Architecture, to utilize the learning experience provided by
student research projects to generate ideas and concepts for a schematic design
project of the sixteen -block downtown Yakima retail area; and
WHEREAS, the City Council deems it to be in the best interests of the City of
Yakima to enter into an agreement with Washington State University for this
research project and to authorize an expenditure of an amount not to exceed Ten
Thousand Dollars ($10,000.00) in consideration of this project; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to execute an agreement
with Washington State University involving the expenditure of an amount not to
exceed Ten Thousand Dollars ($10,000.00) for the purpose of providing a student
research project to generate schematic designs on downtown development issues.
The legal terms and conditions of this agreement shall be approved as to form by the
City Attorney.

ITEM TITLE: Resolution authorizing execution of Reimbursement of Expenses Agreement
with the Washington State University, School of Architecture for the purpose of providing a student
research project to generate schematic designs on downtown development issues.

SUMMARY EXPLANATION:
The Downtown Area Redevelopment Committee (DARC), has been working since July 1999 with
Kathryn Keane, Professor at Washington State University, School of Architecture to utilize the
learning experience provided by a student research project to generate ideas and concepts for a
schematic design project of the 16 block downtown Yakima retail area.
Approval of this resolution would authorize the City Manager to execute an agreement, approved as
to form by the City Attorney, with Washington State University for this student research project for
expenditures not to exceed $10,000. Washington State University agrees to work with the City and
DARC to develop the scope of services for the project and to share the result of the Class Project
with City and DARC, in the form of presentation graphics and schematic designs by July 1, 2000.
The intent of the parties is to reimburse Washington State University for travel, materials and
supplies and other specific documented out of pocket costs incurred in the execution of the Class
Project.
Washington State University shall submit monthly invoices for expenditures rendered in accordance
with this agreement directly to the Director, Department of Community and Economic
Development, City of Yakima.
The Downtown Area Redevelopment Committee requests that Council approve the attached
Resolution authorizing development and execution of an Agreement with the Washington State
University, School of Architecture for Council.
