HomeMy WebLinkAboutR-1999-134 Grant Application - TIB, Valley Mall BlvdRESOLUTION NO R-99 134 A RESOLUTION authorizing and ratifying joint application by the City of Yakima with the City of Union Gap and Yakima County for Transportation Improvement Board Funding for improvements to Valley Mall Boulevard from 3rd Avenue to 16th Avenue WHEREAS, in order to satisfy a September 30, 1999, application deadline, the City of Union Gap has recently submitted an application, in conjunction with the City of Yakima and Yakima County, to the Transportation Improvement Board (TIB) for $5,000,000 of grants from the Transportation Improvement Board from three different programs to improve and widen Valley Mall Boulevard from 3rd Avenue to 16th Avenue including the realignment of 16tAvenue. The City's participation includes $352,835 of current and future National Highway System (NHS) grant funds plus technical assistance. Total project cost from all sources is $7,690,000; and WHEREAS, the project includes a grant of financial assistance of $1,000,000 from the Federal Aviation Administration to realign South 16th Avenue to accommodate the runway approach zone; and WHEREAS, the project will: • improve mobility from Interstate 82 to the Yakima Air Terminal - McAllister Field; • reduce truck traffic on Washington Avenue by establishment of an alternative designated truck route in the area; • provide an additional east -west grade separated crossing of a mainline railroad corridor; and WHEREAS, it is in the best interest of the City that the project be constructed and that the September 30, 1999, application for TIB funding be approved and ratified by the City Council, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Council approves and ratifies the September 30, 1999, application by the City of Yakima, in conjunction with the City of Union Gap and Yakima County, to the Transportation Improvement Board (TIB) for $5,000,000 of grants from the Transportation Improvement Board from three different programs'to improve and widen Valley Mall Boulevard from 3rd Avenue to 16th Avenue and realign 16th Avenue around the, runway approach zone. Second Street Yakima, Washington 98901 Re: Valley Mall Extension Project Dear Glenn: Thank you for taking both your time and that of City Staff to meet with Steve Lewis concerning the next phase of the Valley Mall Boulevard Extension Project. As you know, this project dates back to 1993, when the City, County, Union Gap, the Yakima Air Terminal and YVCOG cooperatively developed a work program for a route selection study on the Valley Mall alignment. Since then, Valley Mall Boulevard has remained a part of the broader communities transportation planning process to improve access, mobility and economic development to the area in and around the airport and West Valley. in 1996, we led a successful cooperative effort with Yakima, Yakima County and Union Gap to fund early phases of design and construction of this important project. To date, the City of Union Gap has S. 3rd Avenue under construction, and with the City of Yakima's assistance was successful in securing funding for Phase 1 design and construction of Valley Mall from Main Street in Union Gap to S. 3'i Avenue. The project includes a grade separation of the railroad tracks and construction should begin in the Spring of 2000. In addition to completing this long anticipated project, improvements will provide the added benefit of correcting the S. 16th Avenue airport clear zone issue, also a long recognized problem and one which FAA is anxious to have resolved. As you know from our discussions, key to a successful application is support from a number of cooperative agencies and an effective ratio of local to grant dollars. The estimated cost of the next phase of this project is just over $7.6 million_ We believe we need at (east $2.5 million in local funds to develop a successful application. To date, we have identified potential funding sources, and are in hopes that the City of Yakima will be able to continue its support of the use of NHS dollars over a 5 -year period, as was discussed during the planning process. The application is due on September 30th and we hope to hear from you in the near future concerning this important project. When completed, it should provide a much-needed limited access linkage, between the Airport, West Valley and the southwest part of Yakima to the Interstate, and the City of Yakima's participation is a crucial part of a successful application. Cook, Department of Community & Economic Development CONTACT PERSON/TELEPHONE: Robert Desgrosellier, Acting Engineering , Division Manager /575-6228 SUMMARY EXPLANATION: The City of Union Gap has secured funding of $12,405,583 for Valley Mall Boulevard construction from 1St Street to 3rd Avenue (Phase II) and submitted 3 applications for funding the remainder of Valley Mall Blvd. from 3rd Avenue to 16th Avenue at Washington Avenue, (Phase III). The total commitment to Phase III by the City of Yakima totals $352,835.00. The City of Yakima previously committed $200,000 of National Highway System (NHS) funds for Phase II and was requested to join in the partnering of the 3rd Avenue to 16th Avenue, Phase III section, which includes realigning 16th Avenue. continued Resolution X Ordinance Contract — Other (Specify) Correspondence Funding Source: National Highway System (NHS) funds APPROVED FOR SUBMI 11 AL: City Manager STAFF RECOMMENDATION: Adopt the attached Resolution. BOARD/COMMISSION RECOMMENDATION: COUNCIL ACTION: Total commitment of NHS funds by these jurisdictions for this application totals $620,000.00. These Phase TIT applications, in the amount of $7,690,000, consolidate a financial commitment between the Cities of Union Gap and Yakima along with Yakima County, the Federal Aviation Administration, (FAA) and Washington State Department of Transportation (WSDOT). For the grant applications to fund Valley Mall Blvd., Phase III, the City of Yakima has committed available National Highway System (NHS) funds of $220,894.00 and is committing future allocations in the amount of $131,941.00. The future NHS allocations committed equal just under the amount of the next 2 years NHS allocation. The total commitment to Phase III by the City of Yakima totals $352,835.00. NHS funds are typically only spent on NHS routes. The only designated NHS route in the Yakima Metropolitan area is: Valley Mall Boulevard From I-82 to South 1St Street, South 1St Street to Washington Avenue and Washington Avenue from 1St Street to the Airport. Future NHS designation will be changed to Valley Mall Boulevard upon its construction and will also be a designated truck route.
