A RESOLUTION Appointing committees to write for and against statements
for fluoridation ballot proposition.
WHEREAS, on the 15th day of June 1999 the City Council of the City of
Yakima adopted Resolution No. R-99-79, which calls for a special election to
determine whether or not to fluoridate Targe water systems within the City of
Yakima; and
WHEREAS, Pursuant to RCW 29.81A.020, the Council must appoint
committees to write for and against statements for ballot propositions, such
statement to be published in the local voter's pamphlet to be published by
Yakima County; and
WHEREAS, the committee members listed. below have actively engaged
in debate on the Fluoridation issue before the Council, are thus known to the
Council to advocate their respective positions and have volunteered to be on the
committees, now, therefore.,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The City Council of the City of Yakima does hereby appoint the
following committees to write for and against statements to be published in the
local voters pamphlet.

SUBJECT: Fact Sheet for Special Election on Fluoridation
Enclosed please find the Fluoridation Fact Sheet that will appear in the local
voter's pamphlet. This statement, which is to be prepared by the City Attorney,
must be issue neutral and 100 words or Tess. The purpose is to explain to the
voters what would result from passage of the proposition. The committees, who
are to be appointed by the Council, are to write the position statements for the
voter's pamphlet.
FLUORIDATION FACT SHEET
The City Council of the City of Yakima believes that the citizens of the City
of Yakima should have the right to choose whether or not fluoride should be
added to the water supply that they drink and which may -affect human health and
environmental quality. Accordingly, on June 15,1999 the Yakima City Council
passed resolution R-99-79, which submits to the voters of the City the Question
of whether or not to fluoridate drinking water within the City.
The proposed regulation would require all drinking water supplies that
are connected to 250 or more homes or businesses to provide fluoridated water.
There are currently two such systems in the City, Nob Hill Water Association and
the City's public water supply system. Nob Hill Water Association has naturally
fluoridated wells.
The City's drinking water supply system would be required to add fluoride
to its water in the form of Hydrofluosilicic acid. The operations cost of fluoridation
and monitoring using this method is estimated to be $29,300,00 per year. An
additional one-time investment, currently estimated at $145,000.00, would be
required to purchase and install fluoridation equipment. These costs would be
passed on to City water customers.

Attached is a notice from the Yakima County Auditor's Office
regarding the Local Voters' Pamphlet. The notice gives deadlines for
submitting information to be printed in the pamphlet. The first
deadline is August 4 to submit the ballot issue to the County; then
by August 13, the committees to write for and against statements for
the ballot proposition needs to be submitted to the Auditor's Office.

RE: Local Voters' Pamphlet
In 1989 Yakima County began publishing a local voters' pamphlet for each General Election.
Until 1994, participation m the local voters' pamphlet was optional. Cities, towns and districts
could choose to participate in the pamphlet or choose not to participate.
Four years ago the legislature passed legislation which provides that participation in the voters'
pamphlet by units of local government is mandatory, with a few exceptions.
RCW 29.81A.020 and 29.81A.080 provides for the following:
♦ The county auditor shall notify each unit of local government entirely within the county
that a pamphlet will be published. (Such notice is enclosed)
• The pamphlet shall include all of the offices and ballot measures of the local governments
located within the county to be voted upon at the election.
The following units of local government do not have to be included in the pamphlet:
• First class cities and code cities that publish and distribute their own pamphlets.
• A town or city that is obligated by ordinance or charter to publish and distribute such a
pamphlet and that does so.
♦ The requirement to participate in the pamphlet can be waived by the board of county
commissioners if participation in the pamphlet would create an undue hardship to the
jurisdiction. In this case, the waiver must be provided no later than 60 days (July 30)
before the pamphlet is published.

Committees are to be appointed for measures on the ballot:
• For each measure from a unit of local government that is included in the local voters'
pamphlet, the legislative. authority of that jurisdiction shall, not later than forty-five days
before the publication of the pamphlet (August 13), formally appoint a committee to
prepare arguments "for" the measure and formally appoint a committee to prepare an
argument "against" the measure.
**If the legislative authority of a unit of local government fails to make such
appointments by the deadline (August 13) the county auditor shall whenever possible
make the appointments.
The cost of the local voters' pamphlet is considered an election cost to those jurisdictions
included in the pamphlet and such cost will be pro -rated in the manner as provided in RCW
29.13.045; which states: Every city, town and district shall be liable for its proportionate share
of the cost when such elections are held in conjunction with other elections.

SUMMARY EXPLANATION:
The City Council of the City of Yakima requested a special election to determine
whether or not to fluoridate large water systems within the City of Yakima. As part of
the election process, the Council must appoint committees to write for and against
statements for ballot propositions. These statements are published in the local voter's
pamphlet to be published by Yakima County. The committee members listed below
have actively engaged in debate on the Fluoridation issue before the Council and have
volunteered to be on the committees.
