R-99-1 0 6 A RESOLUTION approving and adopting a Citizen Participation Policy concerning the City of Yakima Consolidated Plan and One Year Action Plan regarding use of Community Development Block Grant funds. WHEREAS, the City of Yakima receives Community Development Block Grant (CDBG) from the United States Department of Housing and Urban Development ("HUD"); and WHEREAS, as required by HUD regulations, the City of Yakima has adopted a Consolidated Plan for use of said CDBG funds in 1995 and has prepared a One Year Action Plan for each year thereafter; and WHEREAS, said Consolidated Plan and One Year Action Plan describe locally adopted affordable housing and community development objectives and activities that may be funded with CDBG funds: and WHEREAS, HUD also requires that the City adopt a Citizen Participation Policy regarding consideration and implementation of the One Year Action Plan and modifications to the Consolidated Plan; and WHEREAS, the Office of Neighborhood Development Services prepared the attached Citizen Participation Policy for the purpose of providing Yakima residents an opportunity to be involved in the development and implementation of the One Year Action Plan and modifications to the Consolidated Plan, and to provide the citizens with ongoing access to Consolidated Plan information and timely notification of program activities; and WHEREAS, at its meeting on July 8, 1999, the Council Neighborhood Development Committee reviewed and recommended adoption of the attached Citizen Participation Policy; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to approve and adopt the attached Citizen Participation Policy, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The attached and incorporated Citizen Participation Policy concerning the City of Yakima Consolidated Plan and One Year Action Plan regarding use of Community Development Block Grant funds is hereby approved and adopted for the purpose of (Ik)ONDS/consolidated plan/dhzen/pm providing Yakima residents an opportunity to be involved in the development and implementation of the One Year Action Plans and modifications to the Consolidated Plan, and to provide the citizens with ongoing access to Consolidated Plan information and timely notification of program activities. ATTEST: City Clerk akpNDS/conaohdated plan/afzen/pm John Puccinelli, Mayor CITY OF YAKIMA DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT OFFICE OF NEIGHBORHOOD DEVELOPMENT SERVICES CITIZEN PARTICIPATION POLICY It is the intent of the City of Yakima, Office of Neighborhood Development Services (ONDS) to provide City of Yakima residents with the opportunity to be involved in the development and implementation of the City's Consolidated Plan. Residents are asked to be involved in developing plan objectives, reviewing and commenting on projects recommended for funding, and reviewing program performance. It is•the policy of the City of Yakima that citizens will have ongoing access to Consolidated Plan information and timely notification of program activities. ONDS will provide opportunities to residents to access information through: 1. Taking actions to encourage the participation of all City of Yakima citizens, including minorities and non-English speaking persons, as well as persons with mobility, visual or hearing impairments, lower income persons, and residents of public and assisted housing developments. 2. Making available to citizens, public agencies, and other interested parties information that includes the amount of assistance the jurisdiction expects -to receive and the range of activities that may be undertaken, including the amount that will benefit lower income persons, the plans to minimize displacement of persons, and to assist any persons displaced, prior to the Plan's adoption. 3. Publishing a budget summary of City of Yakima Consolidated Annual Action Plan in one or more newspapers, along with notification of the availability of the plan as adopted, any amendments, and its performance report. 4. Making available at libraries, government offices, and public places copies of the Consolidated Plan. 5. Conducting at least two public hearings to discuss the Consolidated Plan, housing and community development needs, proposed activity funding and/or program performance. 6. Providing a period of not less than 30 days to receive comments from citizens or units of government on the Plan and ensuing amendments, before submission to HUD. Mailing of notices of public hearings to the organizations and individuals whose names appear on Office of Neighborhood Development Services (ONDS) mailing list. 1 8. Advertisement of Community Development Block Grant and HOME funded services to City of Yakima residents. Specific marketing methods vary according to the type of service and client group. All funded projects will be affirmatively marketed to low income persons, minority persons and individuals with disabilities. 9. Newspaper notices containing the times, location and dates of neighborhood meetings. 10. Publication of Community Development Block Grant business items which require official adoption, execution or other action on the Meeting Agenda for the City Council. PUBLIC HEARINGS The City of Yakima, Office of Neighborhood Development Services conducts hearings during the year for the purpose of providing information about the Consolidated Plan and Community Development Block Grant and HOME Programs to city residents, and to receive comments from citizens regarding affordable housing and community development needs, proposed activities, and program performance. The number of hearings conducted during the year depends on the needs of city residents and the nature of the proposed activities. At a minimum, two hearings will be conducted for the following purposes: 1. To obtain citizens views on affordable housing and community development needs, prior to developing the Consolidated Plan. 2. To receive citizen'scomments on proposed activities, prior to funding decisions being made. 3. To review program performance. Hearings may be conducted at locations other than the city council chambers to make them more accessible to residents of areas which have a significant number of lower income residents or in areas where community development or affordable housing activities are proposed. Hearings are generally held in the evenings to encourage greater public attendance. Public hearings and meetings are advertised at least one week in advance of the meeting date in local newspapers. Meetings and hearings are open to the public. Notices of hearings are provided to persons and organizations requesting program information from ONDS and to units of general local government, when appropriate. Each notice contains sufficient information about the subject of the hearing to permit informed comment. ONDS encourages written comments from persons who are unable to attend hearings. Persons who have physical, mental or developmental disabilities making it difficult for them to participate in public hearings and non-English speaking residents, may obtain program and plan information by contacting ONDS. Organizations representing persons who have special needs are notified of Community Development Block Grant and HOME Program hearings. Hearing notices state that signing, translation or other services needed by persons with disabilities will be 2 available if requested in advance. Hearings are held in locations accessible to persons with limited mobility and are accessible to public transportation. PROGRAM DOCUMENTS Office of Neighborhood Development Services (ONDS) prepares several planning, reporting and policy documents related to the funding programs covered under the Consolidated Plan. Copies of these documents are provided to interested parties. Interested organizations or individuals may contact ONDS for more information. An individual or organization may also contact ONDS and request that their name be added to or deleted from the ONDS mailing list for distribution of a particular document. This document is used to request Community Development Block Grant and HOME funds from the U.S. Department of Housing and Urban Development (HUD). The Consolidated plan consists of locally adopted affordable housing and community development objectives and descriptions of the various activities to be funded. HUD requires jurisdictions to have an approved Citizen Participation Policy to accommodate the Consolidated Plan.
