A RESOLUTION approving and adopting a Consolidated Plan Complaint Policy
concerning the City of Yakima Consolidated Plan for use of Community
Development Block Grant funds.
WHEREAS, the City of Yakima receives Community Development Block Grant (CDBG)
funds from the United States Department of Housing and Urban Development ("HUD"); and
WHEREAS, as required by HUD regulations, the City of Yakima has adopted a
Consolidated Plan for use of said CDBG funds; and
WHEREAS, said Consolidated Plan describes locally adopted affordable housing and
community development objectives and activities; and
WHEREAS, HUD also requires that the City adopt a Consolidated Plan Complaint
Policy; and
WHEREAS, at its meetings on July 8, 1999, the Council Neighborhood Development
Committee reviewed and recommended adoption of the attached Consolidated Plan Complaint
Policy; and
WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to
approve and adopt the attached Consolidated Plan Complaint Policy, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The attached and incorporated Consolidated Plan Complaint Policy concerning the City
of Yakima Consolidated Plan for use of Community Development Block Grant funds is hereby
approved and adopted.

SUMMARY EXPLANATION: On an annual basis, City of Yakima develops a
Consolidated Plan (and/or Annual Action Plan). This document is used to request
Community Development Block Grant and HOME funds from the U.S. Department of
Housing and Urban Development (HUD). The Consolidated plan consists of locally
adopted affordable housing and community development objectives and descriptions of the
various activities to be funded. HUD requires jurisdictions to have an approved
Consolidated Plan Complaint Policy to accommodate the Consolidated Plan.
The City of Yakima shall consider any complaint or comment of citizens received in
writing or orally at the public hearings in preparing the final Consolidated Plan,
amendment to the Plan, or performance report. The City shall respond in a timely manner,
within 15 days where practical, to all written complaints, grievances and requests for
information concerning the Consolidated Plan.
All complaints, comments, or request for information concerning the Consolidated Plan
shall be addressed to the Office of Neighborhood Development Services Manager, 112
South 8th Street, Yakima, Washington 98901.
A summary of these complaints or comments shall be attached to the final Consolidated
Plan, amendment of the Plan, or performance report.
This complaint policy has been reviewed and approved by the ONDS Council Committee.
