A RESOLUTION ratifying application for a grant in the total amount of $157,407
from the U.S. Department of Justice, Bureau of Justice
Administration, for funding the Local Law Enforcement Block
Grant Program, and further designating and authorizing the City
Manager to act as the official representative of the city and to take
such additional steps as may be necessary and prudent to complete
transactions associated with the grant.
WHEREAS, The U.S. Department of Justice has funds available to the City of
Yakima in the amount of $157,407 to reduce crime and improve public safety; and
WHEREAS, The Local Law Enforcement Block Grant Program contemplates an
interlocal agreement with Yakima County, whereby Yakima County has agreed to
accept $23,611.00 (less applicable matching funds) from the City's grant thus retaining
$133,796 for the City's use; and
WHEREAS, the City Council of the City of Yakima held a public hearing and
deems it to be in the best interest of the City that it enter into an agreement for funding
for the purpose mentioned above; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The City of Yakima has applied for and will accept the grant of
$157,407 from the U.S. Department of Justice, Bureau of Justice Assistance, for reducing
crime and improving public safety,
Section 2. The City Manager is designated as the official representative of the
City for this grant and is authorized and directed to execute, on behalf of the City,
acceptance of the Grant Award, and to take such additional steps as may be necessary
and prudent to complete all transactions associated with the grant, including but not
limited to the above-mentioned transfer to Yakima County.

it has come to my attention, through Chief B esio, that the County is requesting
advance payml=nt of Bureau of Justice Grant funds the City agreed to allocate to you
through several inter -local agreements.
It is our understanding, through conversations with C -rant administration at the
Bureau of Justice Administration that the City would remain the accountable entity
for these funds if disbursed in advance. Their advice to us was to obtain a written
commitment from the County that you agree to all terms and conditions the City
must perform in order to have funds. advanced. We therefore ask for the following
conditions prior to any release of Grant funds and interest.
1. Yakima County shall perform the special conditions attached to each grant
,ward (copy attached).
2. Disbursements of advanced funds shall be within the categories and
amounts contained in the grant award.
3. invoices for expenditures roust be turned over to the City within 30 days of
payment or 15 days if in the month ending a calendar quarter for reporting
purposes.
4, idle Grant funds shall be kept in ail interest-bearing account.
5. The County shall reimburse the City in thc event of any rnisappropriated
need to be repaid to the Bureau of justice Administration.
Our records indicate through Maw, 1999, we are holding $1,703 related to '97 grant
including interest and $25,297 of 1998 grant funds plus interest for a total of $27,000.
If these amounts and conditions arm acceptable, please indicate by signing both.
enclosed copies of this document and return one to the City Clerk.
Upon execution, these fund, will be released to you.

SUMMARY EXPLANATION:
The City has been invited to apply for a grant from the U.S. Department of Justice,
Bureau of Justice Assistance under the Local Law Enforcement Block Grant Program.
The purpose of the program is to reduce crime and improve public safety. The grant is
requested in the amount of $157,407.00. The attached resolution ratifies the grant
application and authorizes the City Manager to act as the official representative to
accept and execute the grant.
Grant funding will be used for purchasing equipment for investigation of crimes and
crime prevention to include video equipment, purchase of traffic control devices
installed in police vehicles for safer police response to emergencies, portable Varda
Alarm system upgrades, purchase Mobile Data Terminals for replacement in patrol
vehicles and necessary computer upgrades for faster communication of information.
The Local Law Enforcement Block Grant Program contemplates an interlocal
agreement with Yakima County, whereby Yakima County has agreed to accept
$23,611.00 (less applicable matching funds) from the City's grant thus retaining
$133,796 for the City's use.
