RESOLUTION NO. R-99- 8 4
A RESOLUTION authorizing temporary closure of portions of South Third Street
between East Yakima Avenue (to the North) and East Chestnut
Avenue (to the South) for the Downtown Farmers' Market.
WHEREAS, the Downtown Area Redevelopment Committee (DARC) has been
working on the establishment of a Downtown Farmers' Market in order to create a "festive,
family-oriented, downtown, community farmers' market" that takes advantage of Yakima's
agricultural and tourism economics; and
WHEREAS, on May 18, 1999, Council approved a Professional Services contract
with Vance Corum (AdVance Marketing) for the design, planning, and start-up of a
downtown market; and
WHEREAS, at a meeting of DARC held on June 10,1999, the board recommended
that the market open on Sunday, July 18, 1999, and run each Sunday (for 16 weeks) through
October 31, 1999; and
WHEREAS, the City Council deems the Downtown Farmers' Market to be a special
event for which street closure is desirable, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. The following streets are hereby closed at the stated times and dates:
South Third Street between East Yakima Avenue (to the North) and East Chestnut
Avenue (to the South) for the following dates and times.
Every Sunday for 16 weeks beginning July 18, 1999 through October 31, 1999
8:00 a.m. until 4:00 p.m.

SUMMARY EXPLANATION: Over the past four months, the Downtown Area Redevelopment
Committee (DARC) has been working on the establishment of a Downtown Farmers' Market. The
goal is to create a "festive, family-oriented, downtown, community farmers' market" that takes
advantage of Yakima's agricultural and tourism economies.
At your meeting on May 18, 1999, Council approved a Professional Services contract with Vance
Comm (AdVance Marketing) design, planning, and the start-up of a downtown market.
On Thursday, June 10, 1999, the DARC board met and approved the final site location and
financing details to open the market on Sunday, July 18, 1999, and run each Sunday (16 weeks)
through October 31, 1999.
The Downtown Area Redevelopment Committee submits the following recommendations to
Council for your consideration:
1. Amend the 1999 Parking and Business Improvement Area budget (fund 161) to appropriate
$20,000 for expenses anticipated to set-up and market the Downtown Farmers' Market
(Please note: the recommendation from DARC is limited to the overtime cost of setting up
the market. All future operating costs of the market are to be funded from market revenues.)
2. Adopt a resolution approving a street closure on South 3rd Street (see attached photo) from
Yakima Avenue to Chestnut Avenue for the 16 Sundays starting July 18, 1999, and ending
October 31, 1999, for the hours of 8:00 a.m. to 4:00 p.m. (Please note, a street closure
permit will be handled through the Police Department, but Council approval has been
requested because this event will reoccur over a 16 week period.)

YAKIMA FARMERS' MARKET
In early March of 1999, the Downtown Area Redevelopment Committee (DARC) and the
City of Yakima sent representatives to the Washington State Farmers' Markets Conference in
Seattle. They came away insp:ned and committed to developing a farmers' market in Yukima.
DARC immediately enlisted tie assistance of Vance Comm, a nationally recognized consultant.
to seek support from various parties and create a community partnership.
Since March 30 we have held five community meetings and now have more than 40
community leaders involved in 10 committees. They are sharing their energy, ideas and
commitment to a marketplace for farmers, artisans and other small, family -based food
companies. We have incorporated various nonprofit and agricultural entities to broaden our
outreach and publicity efforts. We will involve everyone from high school bands to top
performance groups, :and our ideas for cultural and food enrichment are constantly expanding.
With DARC's fmancif►I commitment toward sponsorship, the Yakima Farmers' Market
has an unparalleled base of saaport. We now wish to reflect the entire Yakima conununity with a
farmers' market board that represents varied community interests. Along with market rules, we
have in place articles of incorporation for the new Yakima Farmers' Market Association, to be
operated independent of DARC with their blessing and involvement. A15 -person board of
directors will include as many of the following as possible: DARC:, fanner, artisan, prepared
food vendor, attorney, certified public accountant, city, arts organization, service club, .faith
community, cultural organization, business community, tourist industry and media.
With the belief that the; farmers' market will be successful if we truly represent the
community's interests, the initial mission is: To create a festive, family-oriented, downtown,
community farmers' market.
The farmers' market will take place on 3'i Street closed off just south of Yakima Avenue
every Sunday from 10:00 ani. to 2:00 p.m. We selected Sunday to provide farmers an alternatiNe
marketing day given the many Saturday markets, to avoid competing with many Saturday
markets in the Valley for a lir ited base of direct marketing farmers, to serve the greatest number
ofconsumers with six-day work weeks and competing Saturday activities, to affirm Sunday as a
family day for people of faith and others, to avail ourselves of ample parking in the downtown,
to make our market available :for those traveling back to the state's westside and to reinforce
another day for downtown activities in a pleasant, attractive environment.
Our market will have >:►16 -week season this first year, from July 18 through October 31,
with numerous special events adding to the festive atmosphere. Since the July 14-15 Chautauqua
event is also downtown, we ate coordinating with Allied Arts to ensure that our projects
complement each other for the ultimate benefit of the community and downtown revitalization.
As we conduct outreach to the agricultural and artisan communities, implement our
publicity campaign, and create a myriad of educational and fun events, we welcome yur
participation as an individual or organization. This is your chance to contribute to a unique,
weekly community gathering. Please join us.

ORDINANCE NO. 99 -
AN ORDINANCE amending the 1999 budget for the City of Yakima; and
making an appropriation of $20,000 in the 161 -Parking
and Business Improvement Area Fund for expenditure
during 1999 to establish a Farmer's Market.
WHEREAS, the amount of $20,000 must be appropriated within the 161 -
Parking and Business Improvement Area Fund for expenditure during 1999 to
establish a Farmer's Market, and
WHEREAS, at the time of the adoption of the 1999 budget it could not
reasonably have been foreseen that the appropriation provided for by this
ordinance would be required; and the City Council finds that an emergency
exists of the type contemplated by RCW 35.33.091 and that it is in the best
interests of the City to make the appropriation herein provided, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The amount of $20,000 is hereby appropriated from the
Unappropriated Fund Balance in the 161 -Parking and Business Improvement
Area Fund to account numbers as specified on Schedule I as a 1999
appropriation.
Section 2. This ordinance is one making an appropriation and shall take
effect immediately upon its passage, approval and publication as provided by
law and by the City Charter.
