HomeMy WebLinkAboutR-1999-076 $20,000 GRANT FROM 1998 FEDERAL HOME FUNDS FOR RELOCATION OF DONATED HOME REQUESTED BY YAKIMA COUNTY COALITION FOR THE HRESOLUTION NO. R-99- 76 A RESOLUTION Approve a $20,000 grant request of the Yakima County Coalition for the Homeless to be made from 1998 federal HOME funds to pay for costs associated with the relocation of a donated home, and authorizing and directing the City Manager and the City Clerk to execute all necessary grant documents, including a grant agreement, between the City of Yakima and the Yakima County Coalition for the Homeless. WHEREAS, the City of Yakima was a recipient of 1998 Federal HOME funds which may be used, among other things, for Community Housing Development Organization Programs; and •• WHEREAS, at the November 18, 1997 meeting, the City Council considered and approved the One Year Plan and budget including $472,000 of HOME funds; and WHEREAS, the Yakima County Coalition for the Homeless ("Coalition") requested and City Council approved a grant of $20,000 in HOME funds to pay for costs associated with the relocation of a donated home; and WHEREAS, at a meeting on July 10, 1998, the City Council Neighborhood Development Committee recommended that the grant request be approved by the City Council but be made conditioned upon the following: • • • That all other funds from other sources necessary to complete the project must be committed and escrowed prior to the City committing funds to the project, and That the City's funding commitment is made for a period not to exceed six months from the date allnecessary documents, including the grant agreement, are executed between the City and the Coalition, and That the Coalition must complete the project within one year from the date all necessary documents, including the grant agreement, are executed between the City and the Coalition, and • That any extensions of said timelines must be approved in advance by the City Council. (1k)res/wame/pm -1 WHEREAS, for reasons, beyond their control, the Coalition was' unable to locate and move a residential structure prior to the April 7, 1999 contract deadline, and therefore a new contract is required to extend the deadline for the Coalition to complete their project. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: 1. A grant of $20,000 in HOME funds to the Yakima County Coalition for the Homeless to pay for costs associated with the relocation of a donated home is hereby authorized with the following conditions: • That all other funds from other sources necessary to complete the project must be committed and escrowed prior to the City committing funds to the project, and • That the Coalition must complete the project by July 31, 1999, and . That any extensions of said timelines must be approved in advance by the City Council; and • Execution of a formal grant agreement between the City of Yakima and the Yakima County Coalition for the Homeless. 2. The City Manager and the City Clerk are hereby authorized to negotiate and execute all necessary grant documents, including a grant agreement, between the City of Yakima and Yakima County Coalition for the Homeless. The final form of these documents shall be reviewed and approved by the City Attorney. HOME Program funds may be used for housing development, sponsored and/or owned by the CHDO. Eligible activities include predevelopment costs and the acquisition, rehabilitation and new construction of rental housing, homeownership and renter assistance. The Yakima County Coalition for the Homeless (YCCH) is requesting an extension of their 1998 CHDO Contract of $20,000 with the City of Yakima. The agreement commenced on October 7, 1998 and terminated on April 7, 1999. The reason for the Contract extension is to accommodate the time line of Providence Yakima Medical Center donation of a house to YCCH project (see attachments). YCCH is requesting to extend the CHDO Contract to July 31, 1999. At a meeting on April 2, 1999, the City Council Neighborhood Development Committee recommended that the extension request be approved by the City Council. Can anyone tell me what's happening with this? I huve to do periodic follow-ups with the City Manager on outstanding contracts - this one is about to hit the list, please help. Thanks.
