RESOLUTION NO. R-99- 51
A RESOLUTION establishing a Community Review Board according to the provi-
sions of Ordinance 99-15, passed on April 6, 1999, and general laws
including open public meetings and public records disclosure
requirements.
WHEREAS Ordinance 99-15 was passed by the City. Council on April 6, 1999; and
WHEREAS Ordinance 99-15 provides for the establishment of a Community Review
Board,
"compr-ised of seven individuals appointed by the City Council who represent dif-
ferent aspects of the public as a whole including local residents, the building in-
dustry, the health community, the business community, the residential rental com-
munity, but not more than two from any of these. The members shall be appointed
to three-year terms except that initial appointments to the Board shall be for stag-
gered terms of either one, two, or three years to optimize the balance of experience
among members of the Board. . .;"
and
WHEREAS, the City Council intends that persons appointed to serve as members of the
Community Review Board shall be appointed to serve at the pleasure of the City
Council, and that the Board shall function and conduct its business according to all
general requirements of state law, particularly with respect to the provisions of the
Open Public Meetings Act, chapter 42.30 RCW, and the provisions of chapter 42.17
RCW pertaining to disclosure of public record; and
WHEREAS it is in the best interests of the City to establish the Community Review
Board provided by Ordinance 99-15; now therefore
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Community Review Board provided by Ordinance 99-15 is hereby established to
function according to the provisions of Ordinance 99-15 and chapter 11.10 Yakima Mu-
nicipal Code and subsequent amendments thereto, as well as chapter 42.17 RCW per-
taining to disclosure of public records, chapter 42.30 RCW pertaining to open public
meetings, and all other applicable state laws. Members of the public are invited to
apply for and/or to nominate individuals to be appointed to the Board.

SUMMARY EXPLANATION:
The proposed resolution establishes the Community Review Board provided for
by Ordinance 99-15. The resolution makes it clear that the Board shall conduct
its business and function according to the general provisions of state law
including open public meetings and public records disclosure requirements.
The resolution also invites members of the public to apply for or nominate
others to serve on the Board.
