A RESOLUTION:
modifying the Transit System fare structure to
allow provision of a Day Pass at no charge to
individuals participating in community service
activities.
WHEREAS, the City of Yakima is currently providing public
transportation services to the citizens and visitors of Yakima through the
activities of the Transit Division, and
WHEREAS, the City Council desires to facilitate and encourage
community service activities and to encourage increased usage of transit
service, and
WHEREAS, a Day Pass will allow an individual unlimited rides on
the day for which it is issued, being the day or days the individual is a
participant in the community service activity, and
WHEREAS, the City Council considers that providing the passes at no
charge is fair and reasonable since the community at large will be
benefiting from the community service activities being pursued, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
YAKIMA:
Individuals who are participants of groups organized for the purpose
of conducting community service activities may, upon formal request and
by process established by the Transit Manager, be given a Transit Day Pass
at no charge for the day or days of the activity, for the primary purpose of
providing necessary, transportation to conduct the community service
activity.

Special Event Shuttles
It has been difficult to provide these services given there are limited park and ride
facilities. Staff has not been able to locate a replacement on the west side of town for
the park and ride that Transit used at Nob Hill Plaza. Currently, Transit is using the
Gateway Center, Valley Mali. Eisenhower was also used for the 4th of July event last
year. Bernie suggested using the old Albertsons parking lot across from Safeway on
5th Avenue. Bernie also suggested that maybe the employee parking lot at Public
Works could be used for the 4th of July event and Henry offered OIC's parking lot as
well. The Committee okayed shuttle service to the 4th of July event and to continue to
include Selah, as was done in previous years.
Free Day Passes
Transit has had numerous requests for groups doing community service projects
(cleaning a park, picking up litter, or cleaning a section of street, etc.) to be able to
utilize the bus service for free. Current fare policy doesn't provide an opportunity to
give them Day Passes. Committee instructed staff to write up a formal proposal and
bring to a Council Business meeting for approval.
Information Items
John Klingele gave a briefing on the meeting he attended the day before with the City
of Selah regarding a commuter bus service. The City of Selah has requested a
breakdown for the $71.00 fee per hour for shuttle service into direct and indirect costs.
They would like a possible start date of Sept., 1999.

ITEM TITLE: Resolution modifying the Transit fare structure to allow
providing a Day Pass at no charge to groups while involved
in community service activities.

SUMMARY EXPLANATION: We periodically receive requests for
transportation assistance for groups who will be about the City involved in a
community service project. The City gains from community service
activities; the individual participant develops a vested interest in the
community. To facilitate and encourage such activities, it is proposed that
individuals, who are part of an organization sponsoring a community service
project, be provided a Day Pass for transportation to conduct the community
service project at no charge for the project date(s). A Day Pass, normally
priced at $1.50, allows the customer to ride the bus all day on the one day for
which the pass was purchased.
