A RESOLUTION endorsing and supporting the Washington Association of Minority
Entrepreneurs, Inc., a locally based, private non-profit corporation;
California Lutheran Homes, an established senior housing management
firm; and Community Development Resources, Inc., an established
developer, in their efforts to establish a low and moderate income housing
project ("Mercado & Senior Housing Project") within the Community
Development Block Area of the City of Yakima.
WHEREAS, the Washington Association of Minority Entrepreneurs, Inc ("WAME") is a
private non-profit corporation and is recognized as such by the United State Department of
Revenue under Section 501(c) (3) of the Internal Revenue Code; and
WHEREAS, WAME is also a state recognized Community Housing and Development
Organization ("CHDO"); and
WHEREAS, the primary purpose of WAME is to promote economic development
opportunities for low and moderate income persons and businesses that serve low and
moderate income persons;.and
WHEREAS, WAME has a professional staff with knowledge and experience regarding
economic development and creation of jobs; and
WHEREAS, WAME has been an established City of Yakima business for the last seven
(7) years; and
WHEREAS, WAME has been working in partnership with the City of Yakima to
eliminate blight and revitalize neighborhoods within the designated Community Development
Block Grant Area of the City, including the development of a low and moderate income
housing project known as the Mercado & Senior Housing Project; and
WHEREAS, California Lutheran Homes, a non-profit corporation, is an established
senior housing management firm and has been partner with WAME in the development of pre-
planning documents to help access capital for the Mercado & Senior Housing Project; and
WHEREAS, Community Development Resources, Inc. ("CDR"), a private development
corporation, is an established developer that is involved in the development and construction
of the Mercado & Senior Housing Project; and
WHEREAS, the City of Yakima's Economic Development Committee has endorsed the
Mercado & Senior Housing Project as a viable job creation program; and

WHEREAS, the City of Yakima's Consolidation Plan recognizes that senior housing is a
priority; and
WHEREAS, the City of Yakima has previously allocated pre -development federal
HOME monies to WAME for the Mercado and Senior Housing Project; and
WHEREAS, WAME represents that the Mercado and Senior Housing Project will
address a variety of needs of women, minorities, and senior citizens segments of the
community, including the following:
Provide decent, safe, sanitary and affordable housing for senior citizens.
Provide a commercial retail center for new and emerging entrepreneurs
with a primary focus on women and minorities.
• Promote tourism within the City of Yakima and the surrounding area.
• Help create jobs for youth and residents of the surrounding distressed
area.
• Help rejuvenate and remove blighted properties from the targeted area,
while helping to bring about much needed infrastructure.
• Will strive to create a collaborative agreement between the private and
public sectors for the enhancement of the cultural heritage of the
Hispanic community.
WHEREAS, the City Council has determined that it is in the best interest of the City to
support WAME and its partners in their development of a Mercado and Senior Housing
Project, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The efforts of the Washington Association of Minority Entrepreneurs, Inc., a locally
based, private non-profit corporation; California Lutheran Homes, an established senior
housing management firm; and Community Development Resources, Inc., an established
developer, to establish a low and moderate income housing project ("Mercado & Senior
Housing Project") within the Community Development Block Area of the City of Yakima are
hereby endorsed and supported by the City of Yakima.

SUMMARY EXPLANATION:
The Mercado Project is a proposed senior housing and commercial development to be
located in the City's CDBG target area.
A partnership to secure financing for this project has been proposed which will include:
*Washington Association of Minority Entrepreneurs (WAME), a nonprofit
community development corporation and certified CHDO,
+Community Development Resources, Inc. (CDR), a for-profit, minority-owned
development and construction management business,
*California Lutheran Homes, a non-profit senior housing developer and operator, and
*The City of Yakima
The Mercado Project as proposed will create jobs, physically enhance the community,
and support local economic development efforts.
The attached resolution discussed and recommended for Council action at the Council
Study Session on March 2, 1999 expresses the City's support for the project, without
obligating any funds.
