RESOLUTION NO. R-98 - 83
A RESOLUTION adopting a Six Year Transportation Improvement
Program for the period of 1999 through 2004 for the
construction of streets and arterial streets in the City of
Yakima.
WHEREAS, the City of Yakima annually prepares, reviews and
adopts a Six Year Program for the construction of streets and arterial streets
in the City of Yakima for the ensuing six year period, all as contemplated
and required by State and Federal law, and
WHEREAS, after a public hearing on the matter, held at a regular
meeting of the Yakima City Council on June 2,1998 the City Council finds
that the plan attached hereto should be adopted as the Six Year
Transportation Improvement Program for the period of 1999 through 2004
for the construction of streets and arterial streets in the City of Yakima,
now, therefore.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
YAKIMA:
The Six -Year Construction Program for the period of 1999 through
2004, a copy of which is attached hereto and by this reference made a part
hereof, is hereby adopted as the official Six -Year Transportation
Improvement Program for the City of Yakima.

Project Priorities
The Pedestrian and Bicycle Committee worked diligently during the past several months
to complete the Bicycle and Pedestrian portion of the City's Comprehensive Plan and the
Bike and Ride Map. The Committee plans to work with local service groups to
participate in bicycle and pedestrian safety events in the future.
The Bicycle and Pedestrian Committee recommends the following list of sidewalk
construction projects. These projects are all considered "high" priority. They represent
safety issues, necessary to complete missing sidewalk segments along high volume
arterial streets.
Subsequent projects will be identified next year to emphasize school -walking routes.
School related projects have been addressed this year through the Power Washington
grant fund awarded to the Yakima School District. The grant will benefit three
elementary school walk routes.
The Committee is aware that there are currently no designated local funding sources for
these projects. However, future state or federal funding programs may become available
for sidewalk improvements which one or more of the identified projects may be eligible
for competitive funds.
(1) Yakima Avenue Gateway Interchange Project
• Yakima Avenue (south side of street) east of 9th Street - 75 feet
• Lincoln Avenue (both sides of the street) 8th Street to 9th Street - 700 feet
• `B' Street (both sides of the street) 8th Street to 10th Street - 1380 feet
• 'A' Street (north side) 9th Street to 10th Street — 275 feet
• 10th Street (both sides of street) 'A' Street to Lincoln Avenue — 825 feet
• Removal and replacement of curb on the south side of Yakima Avenue near
10th Street. The barrier curb should be a ramped curb section.
• Marking, signage or trailblazing the connection from the Central Business
District to the Greenway along Yakima Avenue.
(2) North 40th Avenue Project
• 40th Avenue (east side) Lincoln to Knobel — 265 feet
• 40th Avenue (east side) River Road to Powerhouse —1360 feet
• 40th Avenue (west side) Kern Road to Powerhouse — 720 feet
• Mark the connection for the Greenway and Canal Pathway across Fruitvale
Boulevard and River Road, just east of North 40th Avenue connecting
Chesterley Park to the Greenway.
(3) Lincoln Avenue
• Lincoln Avenue (north side) 20th to 24th Avenue — 720 feet — consider width
greater than 7 feet due to Canal Pathway connection
• Lincoln Avenue (north side) 16th to 20th Avenue —1500 feet
(4) Other
• Maintain a scheduled sweeping program for the marked bicycle lanes on `B'
Street, Lincoln Avenue, River Road and Powerhouse Road.
• Consideration of increasing annual sidewalk commitment to $20,000.

Please consider constructing new cement concrete sidewalk along North 40th Avenue
between Powerhouse Road and River Road for the following reasons:
• Important pedestrian route between Chesterly Park and residential,
commercial, and churches to the south.
Important pedestrian route between Chesterly Park and commercial areas
to the north.
Important pedestrian linkage between Greenway Pathway West and West
Yakima.
Is adjacent to City owned Chesterly Park and is a City responsibility.
Is the last gap in the North 40th Avenue sidewalk to be completed.
Significant pedestrian usage of this route is indicated by the beaten down
dirt path along North 40th Avenue.

Thank you for your letter of June 3, 1998 regarding River Road and the
operation of the intersection at 16th Avenue and River Road. This street
section is a prime example of incremental development on a roadway section
that was originally constructed for low volume farm -to -market use. Several
thousand industrial and residential vehicles now use it daily, along with
pedestrians and bicyclists, without the benefit of street improvements. This
increased use has resulted in a surface and base failure.
The City Council will review project priorities and funding availability on
June 23rd in response to requirements stated in the Revised Code of
Washington 35.77.010 and 36.81.121. The signalization of 16th Avenue and
River Road is included in the Six -Year Transportation Plan and is priority
twenty-four. Widening and street improvements for River Road from 16th
Avenue to 40th Avenue is included in the Twenty-year Transportation Plan
as priority nineteen. Your letter will be included in the City Council packet
for their information as they consider project prioritization and take action
on the Transportation Plans.
Your letter indicated your concern relative to development impacts on River
Road. In response to this specific issue, I would encourage you to contact
the City's Planning Division and request to be a party of record for future
SEPA/EIS project documents. A supplemental environmental impact study
for the Riverside Mall will be circulated for public comment in the next
three to four weeks.

Property owners along River Road also have the option of creating a Local
District to -.ts to River Road. A majority of

property owners can petition the Council for the formation of the District.
Local Improvement Districts are a funding source for the street construction
and property owners typically have a 10 -year repayment period. If you are
interested in pursuing this option, please contact Fred French, City Engineer,
at 575-6111. If you have any other concerns that were not addressed in this

As a resident of Aspen Village with children and also as a property
owner at Lake Aspen Office Park, I have grave concerns over the safety
of the intersection of 16th Avenue and River Road. In my opinion, the
intersection desperately needs a traffic light. In the alternative, the
speed limit on 16th Avenue should be reduced to 25 miles per hour.
There is a tremendous amount of traffic stopping on River Road to turn
onto 16th Avenue. You basically need to get a running start to make
your left-hand turn onto 16th Avenue as you proceed east on River Road.
At times, there can be up to ten cars waiting on River Road to get onto
16th Avenue. Large trucks especially have a difficult time finding a
lapse in traffic to get onto 16th Avenue. The worst part of the
intersection is that there are drivers who do not signal their left-hand
turn as they proceed north on 16th Avenue. A driver can be "trapped"
into believing there will be a safe space to make a left -turn onto 16th
Avenue but as he commits to the left-hand turn waiting for the car on
16th Avenue proceeding north to pass, the car can suddenly slow down and
put on their blinker light and you are halfway committed to a left-hand
turn with oncoming traffic. To compound matters, the current speed
limit makes it very difficult for the average driver to judge speed.
There have already been numerous accidents at the intersection but it is
a major fatality and/or serious injury waiting to happen.
In addition, I believe priority should be given to road repairs on River
Road which extends between 16th Avenue and Fruitvale. There are bumps
and ruts in the road. When it snows River Road, it can become
exceptionally treacherous. It is even treacherous during good weather

because of all the ruts, potholes and bumps. Given the expansion of the
Aspen Apartments and all the major developments in the River Road/40th
Avenue area, these roads need to be reviewed for update and changes.

SUMMARY EXPLANATION:
Each year the City is required by RCW 35.77.010 and RCW 36.81.121 to update its Six Year
Transportation Improvement Program (TIP) for submittal to the Washington State Department
of Transportation. This plan must include all transportation projects for which state gas tax
revenue or federal revenue will be used.
The plan for 1999 - 2004 consists of twelve funded projects for 1999. All of these projects are
carried over from 1998 to ensure complete funding. The funded projects for 2000, 2001, 2002
are Yakima Avenue from 6th Street to 1st Street (Priority 19); 1st Street to 7th Avenue (Priority
22); and 7th Avenue to 16th Avenue (Priority 23), all for pavement rehabilitation. All other
projects are unfunded.

The plan development process began by submitting potential projects to the Washington State
Transportation Improvement Board. Initial project ranking was then performed utilizing date
supplied by the Street and Traffic Division. These State assigned rankings were then
integrated with other project needs and the total list was reviewed and adjusted to the
particular needs of the City of Yakima by the Streets, Traffic, Engineering and Transit
Divisions.
Funded Projects (1999) (Projects are carried over from 1998).
Priority 1 is the completion of Phase 1C of the Yakima Avenue / I82 / (Gateway) project. The
project is funded with federal, state, and city funds.
Priority 2 is to complete the intersection improvements to match the new traffic signal at the
intersection of Nob Hill Boulevard and 48th Avenue. Funding is federal and state with local
matching funds from street revenues.
Priorities 3 and 4 are to complete the 1998 overlay projects. The total project has been divided
into a local funded portion and a federal funded portion.
Priority 5 - Removal of the Englewood Avenue Bridge over the Powerhouse Canal was
granted State Safety Funds.
Priority 6 - The City of Yakima received funding approval for three school safety sidewalk
projects utilizing Power Washington Funds administered by the state. Matching funds are
from the Yakima School District and gas tax revenues.
Priority 7 - The City of Yakima received funding approval for dike improvements at two
locations along the Naches and Yakima rivers.
Priority 8 is the installation of a new traffic signal at the intersection of Nob Hill Boulevard
and South 6th Street. Funding is entirely local.
Priority 9 is the scheduled resurfacing of the first segment of Yakima Avenue, from 9th Street
to 6th Street.
Priorities 10 and 11 are for participation in projects with the City of Union Gap
Priority 12 is the annual sidewalk program.

CHANGES FROM PRELIMINARY REVIEW (DRAFT)
1. All project costs were updated to 1998 dollars.
2. The three separate 20 year (GMA) project lists were combined into one.
3. Comments from other agencies were evaluated and incorporated into the 6 year plan
4. Several projects were listed on both the 6 and 20 year plans. These projects were
combined to present one project total.
5. Projects on the 20 year list are primarily widening projects and are associated with
increasing roadway capacity for growth.
6. Widening projects on the 6 year plan are not associated with future growth but with
current needs.
