I am hoping a creative solution can be found to address the concerns of the people that live and work around 6th ave but also find a way to save the trolleys for future generations to enjoy. My hope is experts on both sides of the issue can have some discussions and work out a path forward that is beneficial for everyone. We have a very unique part of history here and if grants and sponsors can be found to at least keep the Trolleys going then that's a win. Not everything needs to make a profit, some things are valuable and important enough to keep because once they are gone that's it and that would be a sad thing and an unnecessary missed opportunity for our area. Meeting: Item# What is the difference between functionality of 6th Ave and 5th Ave? Are we focusing on 6th Ave needs just because of the trolley? The May 13 City Council presentation states there is $3.6 to $9 million as the current unfunded budget for the 6th Ave Rebuild and Rail Renovation project. Is this over and above the TBD projected cost of $15 million. 6th Avenue Roadway is 35%© of total TBD budget supported by car tabs. Per the May 13 City Council presentation, at least half of the funds for the 6th Avenue Rebuild would go to the trolley. Costs today are triple the costs identified in 2017 for sidewalk projects now sitting on the side line. 6. !The city's analysis of just elementary school sidewalks, reported by council district, shows that district miles without sidewalks ranges from 48.12 % of miles in district 6 to fortunate district 1 with just 14% of unsidewalked miles. On average, 34% of all miles are unsidewalked or 236 miles without sidewalks. And most of the TBD listed projects aren't for necessarily for elementary school children. And sidewalks are needed all over the city. This is a public health safety and welfare risk and is shameful. TBQ Conclusions Let's finish the sidewalks planned back in 2017 and build more. Trolley Questions 1. j 6th Ave costs without the trolley are $7.5 million. Adding the trolley doubles the cost, taking 35% of the identified TBD needs of $43 million. It costs $2.1 million to add catenary lines. Will the catenary lines power the trolley or are they window dressing? 2. The Yakima Valley Trolleys paper claims it is eligible for National Historic Landmark (NHL) designation and that such designation is a "big deal". However, the integrity portion of the National Historic Landmark Designation criteria states If the resource has been more than modestly modified or has deteriorated since its period of national significance, it 11 may meet the NR threshold for integrity, but not the higher NHL standard. Eligibility - National Historic Landmarks (U.S. National Park Service). 3. The trolley paper acknowledges that without being an interurban electric railway they are not eligible for such designation. Is it worth $2.1 million to electrify? Even if added it might still fail to meet integrity standards since it is more than a modest modification addressing substantial deterioration. 4. The trolley paper identifies lots of potential grants but it is unclear if they have ever gotten grants and what they were used for. 5. Have the trolley folks tried to get donations of need right of way to support their project? 6. The trolley serves little if any commercial area in Yakima and Selah. TrclIley Conclusions 1. �6th Avenue Roadway is way too expensive when we are facing a $9 million deficit. This :means sidewalk projects, planned since 2017 have tripled in cost and may not be built given the priority being placed on 6th Avenue. 2, The trolley is a very poor investment. If tickets were sold for $20 per ride, roundtrip it would take 375,000 tickets i.e. riders to pay for the construction work. But the city isn't getting any revenue from the trolly, now or in the future. 3. Too many ifs, so a hard NO: If the trolley could figure out, after 30 years, to stand on its own; and if it gets NHL designation, which is very unlikely; and if we did not have a $9 million deficit, and we weren't going to short change critical needs for a short line rail line; and if the trolley travelled to premium business or tourist locations such as downtown Yakima and Selah or a redeveloped Mill site I would still not support any city money (car Stabs, grants, staff resources, other funds) going to the trolley. Our resources are too few and the trolley is too expensive. 4. Maybe Yakima Valley Trolleys can sell the trolleys or collaborate and relocate to the fairgrounds or a redeveloped Mill site.
