Co -responder models (fire/EMS + behavioral health professional responding to 911 calls) Effective date: July 27, 2025. Not allowable: ➢ Snow and Ice Removal ➢ Fire suppression ➢ Routine EMS not tied to mental health or behavioral response ➢ Hazmat or rescue operations ➢ Fire inspection or prevention Must be approved by Council before September 9, 2025, for implementation on January 1, 2026.
