It looks like staff is proposing to increase levies to abut $500 per house per year, in a never expiring set of levies. I suggest: 1. Figure out why we have such a deficit and stop adding to it. 2. Eliminate all work on the trolley, not an economically useful project. 3. Use impact fees as many other jurisdictions have been doing for decades, 4. On line the color isn't explained. 2. Staff recommendations are not accompanied by an explanation. 3. Page 8. Transportation Benefit District Fee. Is this an increase to car tabs? Why can't that be clearly stated? This is a regressive fee and not in proportion to value of the vehicle. 4. Page 11. "Scale exaggerated for illustration purposes". How is this useful? X and Y axes not clearly identified. 5. Page '5 —totally unclear — blue and yellow means what? Black and white tones don't show Comments on Slide Show 1. What caused the existing $9 million deficit? Without knowing the problem, it may continue. Without knowing the problem, we can't land on a good solution. 2. Page 4, item 6 "Eliminate Trolley Maintenance" $10,000. I do not support spending any money on the trolley . The trolly is another bottomless pit of money. We should fix our streets before spending money on a trolley transportation project that is little more than a hobby. It provides no real service, does not serve downtown or the Mill site. 3. Transportation Benefit District and Transportation Benefit District Sales Tax: "Staff recommend reserving for future Transportation capital needs".. What are these needs? Why aren't these identified? I don't support TBD funds being used for the trolley. Car tabs build the TBD, use it for street repair, not the trollehy.are paying for this, not for potholes. 4. Page 9, Staff does not believe Impact Fees, Fire District and Metropolitan Parks District are viable options at this time. Why? Impact fees were authorized under the Growth Management Act and have been in place in many jurisdictions since the 1990s. Impact fees can be used for public streets and roads as well as bicycle and pedestrian facilities, publicly owned parks, pen space, and recreation facilities; school facilities; and fire protection facilities. MRSC - Impact Fees. The Municipal Research and Services Center (MRSC) is a nonprofit organization that helps local governments across Washington State better serve their communities by providing legal and policy guidance on any topic, including these. When will these be viable options? 5. Page 10, again staff does not believe to be viable options at this time. When would they be? 6. Page 13 — Public Safety Levy, Parks Levy and Fee increase are these the same items as pages 11, 12? Public Safety Levy $160.38 Parks Levy $53.46 City services $263.73 Total: $477.57, almost $500.00! Page 11 says a voter approved levy increase that never goes down. This is why we need impact fees. Why does staff think this is viable? And staff suggests fee increases for what the levies do not cover. We have seen tremendous support from the community for preserving the system, recognizing its potential for cultural enrichment and economic development. With this in mind, we are pleased to provide the enclosed overview of grant funding opportunities for the 6th Avenue Rebuild and Rail Renovation Project. Our organization, alongside other community partners, is eager to collaborate with the City to secure the necessary funds.
