A RESOLUTION adopting a Six Year Transportation Improvement
Program for the period of 1997 through 2002 for the
construction of streets and arterial streets in the City of
Yakima.
WHEREAS, the City of Yakima annually prepares, reviews and
adopts a Six Year Program for the construction of streets and arterial streets
in the City of Yakima for the ensuing six year period, all as contemplated
and required by State and Federal law, and
WHEREAS, after a public hearing on the matter, held at a regular
meeting of the Yakima City Council on July 2, 1996, the City Council finds
that the plan attached hereto should be adopted as the Six Year
Transportation Improvement Program for the period of 1997 through 2002
for the construction of streets and arterial streets in the City of Yakima,
now, therefore.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
YAKIMA:
The Six Year Construction Program for the period of 1997 through
2002, a copy of which is attached hereto and by this reference made a part
hereof, is hereby adopted as the official Six Year Transportation
Improvement Program for the City of Yakima.

SUMMARY EXPLANATION:
Each year the City is required by RCVV 35.77.010 and RCW 36.81.121 to update its Six Year
Transportation Improvement Program (TIP) for submittal to the Washington State Department
of Transportation. This plan must include all transportation projects for which state gas tax
revenue or federal revenue will be used.
The plan for 1997 - 2002 consists of seven funded projects, priorities 1- 7, four bond issue
projects; priorities 8 -11 and four annual programs; priorities 12 -15. The six new projects
are; priority 6 and 7, scheduled for 1997, priority 8 scheduled for 1998, priority 9 scheduled
for 2000, priority 10 scheduled for 2001, and priority 11 scheduled for 2002. Beyond the year
2002, there are 68 unfunded projects, priorities 16 - 63, that constitute major maintenance
needs, and A - T that are from the transportation plan by Bell -Walker Engineers that constitute
capacity improvements. (continued)

STAFF RECOMMENDATION: Adopt the attached resolution approving the 1997 - 2002 Six
Year Transportation Improvement Program

COUNCIL ACTION:
The plan development process began by submitting potential projects to the Washington State
Transportation Improvement Board. Initial project ;ranking was then performed utilizing data
supplied by the Street and Traffic Division. These State assigned rankings were then
integrated with other project needs and the total list was reviewed and adjusted to the
particular needs of the City of Yakima by the Streets, Traffic, Engineering and Transit
Divisions.
Yakima has traditionally relied heavily on grant funds to pay for the major maintenance and
capacity improvements to the street system. The gas tax revenue was typically used to
provide the 20% matching money required by the granting agency. Recently, as the
availability of grant funds declined, Yakima began utilizing loan funds to continue the street
rehabilitation programs. Grant funds have been reduced because of increased competition
generated by the Intermodal Surface Transportation Efficiency Act (ISTEA) legislation.
Debt Service on previous projects, such as Tieton Drive, First Avenue, Yakima Avenue / 182,
Nob Hill overpass, Chesterley Park, Fruitvale Canal, Sundome and eight new traffic signals
have nearly consumed the available revenue for matching additional projects.
The "Capacity Improvements" are not ranked into the six year plan because Council direction
is necessary related to acceptable level of service for streets and other growth issues to be
considered in the Yakima comprehensive plan, all for compliance with the Growth
Management Act (GMA).
Agencies submitting plans are required to list only projects that can be completed with
existing dedicated resources. This requirement, and the current situation in Yakima, provides
for four new projects in the next six years.
Funded Projects (1997)
All existing funded projects must be carried forward until completion or the funds for
completion would be lost.
Priorities 1 and 2 constitute the Yakima Avenue / 182 / Fair Avenue (Gateway) project. The
projects are funded with federal, state, county and city funds and private land donation. A
portion of the city (matching) funds is from the $1,200,000. bond. Bond repayment is
scheduled from gas tax revenues.
Priority 3 is to install a new traffic signal at the intersection of Nob Hill Boulevard and 48th
Avenue. Funding is federal and state with local matching funds from street revenues.
Priority 4 is to install the Fruitvale Canal Pathway (Powerhouse Pathway) over the previously
covered canal. Funding is ISTEA (federal) with local matching funds from Parks Division
revenues.

Priority 5 - Yakima Avenue, from 6th Street to 10th Street was submitted for statewide
competitive federal funding but was not ranked high enough to pass the funding cut off. The
project is programmed for 1997with funding is from the arterial street fund.
New Projects (1997 - 2002)
Priority 6 - South Third Avenue from Valley Mali Boulevard to Washington Avenue is a joint
project with. the City of Union Gap. The nominal contribution by the City of Yakima and
Yakima County will add priority value to the submittal by the City of Union Gap. The project
is programmed for design in 1997.
Priority 7 - Valley Mall Boulevard from South First Street to South Third Avenue is a joint
project with the City of Union Gap. The contribution by the City of Yakima and Yakima
County will add priority value to the submittal by the City of Union Gap. The project is
programmed for design in 1997.
Priority 8 - Yakima Avenue, from 1st Street to 6th Street was submitted for state funding but
was not ranked high enough to pass the cut off. The project is programmed for the future
proposed street bond issue or in the year 1998 without additional revenue.
Priority 9 - Yakima Avenue, from 1st Street to 7th Avenue was submitted for state funding
along with Priority 8, and is currently programmed for the future proposed street bond issue,
or in the year 2000 without additional revenue.
Priority 10 - Yakima Avenue, from 7th Avenue to 16th Avenue was submitted for state funding
along with Priorities 8 and 9, and is currently programmed for the future proposed street
bond issue, or in the year 2001 without additional revenue.
Priority 11 - South First Street, from Mead Avenue to Washington Avenue was submitted for
state funding and is currently programmed for the future proposed street bond issue, or in the
year 2002 without additional revenue.
Other
Priorities 12 -15 are annual programs for Transit stop improvements, the implementation of
new traffic sign standards, sidewalk improvements and storm drainage emergencies.
Off Program Projects
Priorities 16 - 63 are the projects identified as major maintenance/reconstruction needs that
are unfunded at current revenue levels.
Priorities A - T are the capacity improvements identified in the GMA Transportation Plan as
necessary to maintain the selected Level of Service (LOS) into the year 2015.
