HomeMy WebLinkAbout08-25-16 Economic Development Committee MinutesCouncil Economic Development Committee Council Chambers City Hall August 25th, 2016 1:30 p.m. Members: Staff: Others: Councilmember Coffey Councilmember Gutiérrez Councilmember Adkison Cliff Moore, City Manager Rob Peterson, Airport Manager Joan Davenport, Director of Community Development Brett Sheffield, Chief Engineer Sara Watkins, Senior Assistant Attorney Trevor Martin, Associate Planner Colleda Monick, Economic Development Assistant Maria Rodriguez Justin Hellem Executive Minutes Coffey announced that Cousens would be unable to attend and that alternate Adkison would attend in her place.  Grant Award for Yakima Trolley Barn – Heritage Capitol Projects Fund Hawkins provided a historical overview of the grant application and process and a brief update on next steps. Hawkins mentioned two items of note regarding the grant; the City would be required to maintain public access to the trolley barn for 13 years, and that match could be derived from volunteer hours and previously spent funds. Unanimous consent by councilmembers to have the Grant moved to full council for approval.  Excel Fruit Council Initiated Right of Way Vacation Request Martin presented the Field submitted Right-of-Way Vacation petition and the process for reviewing the request and mentioned that the last time a request of this sort had been approved was in 2010. Hellem spoke on behalf of the Field’s and the intended outcome for the use of the property. Coffey recommended that Martin present the two types of hearing options to full council to allow for discussion.  CERB Planning Grant Request Hawkins provided a brief update of the CERB process, due dates, and presentation dates. $12,500 would be required as match which is currently not available in 2016 funds but could be added to the 2017 budget. Also of merit, the facility would need to be owned by the City. Hawkins recommendation is to be gin looking into narrowing the previously recommended 9 locations down to 2 potential options. Gutiérrez requested a copy of the previously recommended site locations. Unanimous consent by councilmembers to have a resolution for full council review at the September 6th or 20th council meeting that would also include the application, the letter of support from YCDA and a strategic initiative per application requirements.  Proposed Ordinance Sheffield presented an ordinance regarding reimbursement agreements for utility improvements. Coffey requested that Sheffield provide additional information regarding common practices by other municipalities in regards to these types of agreements and present findings to full council on September 6th or 20th. Consensus by Gutiérrez and Adkison to move forward. Update Items Plaza Next Steps – Councilmembers requested information regarding rental costs for local public and private venues Millsite Update – Davenport recommended a Study Session for new councilmembers who have not gone through a comprehensive review of the Millsite before the end of the year. Economic Development Plan – The Convention Center has been booked for October 7th from 1 PM to 3 PM for a public session to receive an Economic Development progress report to date based on data collected to date Downtown landscaping Project – Hawkins provided a brief update on some of the new landscaping that will be taking place in downtown along 2nd Street. Cub Crafters – Hawkins noted that Jim Richmond of Cub Crafters is doing a major business expansion which would bring 200-300 new jobs to the valley and would like to explore SIED funding for a new road. The application would be brought to full council on September 20 th. Meeting adjourned
