ITEM TITLE: Resolution authorizing the City of Yakima to support Yakima County
Supporting Investments in Economic Development (SIED) grant and
loan application for Mead Avenue pedestrian crossing signal (No
Budgetary Impact)

SUMMARY EXPLANATION:
In cooperation with the Yakima County Development Authority and GS Long, staff is seeking Council
authorization to apply to the Supporting Investment in Economic Development (SIED) Program to fund a
new mid-block pedestrian signal that will support retention and continued expansion of GS Long to bring
in new local jobs while proactively addressing pedestrian safety and allowing for future redevelopment of
their Yakima campus. The application is requesting up to $300,000 in SIED grant, SIED loan and match.
GS Long will pay the local match and is responsible for the loan repayments.

RESOLUTION NO. R-2025-
A RESOLUTION authorizing the City of Yakima to support the grant and loan application
from Yakima County Supporting Investment in Economic Development
(SIED) fund to install pedestrian signal improvements in the vicinity of 5
West Mead Ave for G. S. Long Company in the City of Yakima.
WHEREAS, The City of Yakima has established that public safety, especially on public
streets, is a Strategic Priority for the City Council; and
WHEREAS, The City Council is committed to assisting existing businesses, supporting
new development as feasible and the preservation of the community employment base.; and
WHEREAS, G.S. Long Company proposes to install a pedestrian signal and crossing in
the vicinity of 5 W Mead Ave, and
WHEREAS, G.S. Long Company owns property on both sides of W Mead Ave and
frequently cross the roadway with pedestrians and warehouse vehicles; and
WHEREAS, the improvement of city streets to improve public safety is a priority. In this
case, the new mid-block pedestrian signal will enable GS Long to bring in new local jobs in
Yakima, address pedestrian safety, and allow for future redevelopment and improvements of their
Yakima campus and operations; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to support the grant application with the Yakima County
"Supporting Investment in Economic Development" program in the amount not to exceed three
hundred thousand dollars ($300,000) including $120,000 in grant, $120,000 in loan and $60,000
in local match, with all repayment and local match to be paid by the private developer (G.S. Long
Company).
