May 20, 2025
City Hall —Council Chambers - 129 N 2nd Street, Yakima, WA
5:30 p.m. Regular meeting -- conducted in person and virtually via Zoom
1) Roll Call
Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and
Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy
Staff: City Manager Vicki Baker, City Attorney Sara Watkins and City Clerk Rosalinda

2) Pledge of Allegiance
Mayor Byers led the Pledge of Allegiance.
3) Interpreter Services
Mayor Byers introduced Jorge Villasenor who announced interpreter services are
available in Spanish.
4) Public Comment
Shelley White, City resident, spoke about the effects on rental prices caused by real
estate multi-family housing development investors.
Dr. Margaret France, City resident; Bill Bosch, County resident; and, Christina Nyirati,
County resident; spoke in support of Pride Month and encouraged Council to reconsider
their 2024 decision with respect to the Pride Month proclamation.
Isidro Sid Reynaga, City resident, expressed concern about crime increasing in District 4.
Tony Sandoval, City resident, inquired about the lack of involvement of local churches
and suggested additional budget townhalls for ideas and ways to improve the community.
Luis Hernandez and Bertha Mendoza introduced students of La Casa Hogar in
attendance who are learning about their local government and local Council districts.
5) Open Discussion for the Good of the Order
None.
6) Council Reports
Mayor Byers reported about an open position on the AWC Large City Advisory Board
and provided an update on the AWC Legislative Priorities Committee meeting she
attended recently.

7) Consent Agenda
Mayor Byers referred to the items placed on the Consent Agenda, questioning whether
there were any additions or deletions from Council members present. There were no
changes. The City Clerk read the Consent Agenda items, including resolutions and
ordinances, by title. (Items on the Consent Agenda are handled under one motion
without further discussion-see motion directly below.)
MOTION: Brown moved and Deccio seconded to approve the consent agenda.
The motion carried by a 7-0 roll call vote.

7.0 Approve payment of disbursements for the period April 1 - 30, 2025
7.D Resolution setting date for public hearing on June 17, 2025 for public comment on
amending the Transportation Benefit District Project List (Transportation Benefit
District Fund)
RESOLUTION NO. R-2025-086, A RESOLUTION setting the time and place for
public hearing on June 17, 2025 at 6:00 PM for public comment on amending the
Transportation Benefit District (TBD) Project List.
7.E Resolution setting date of June 17, 2025 to review and adopt the Six-year
Transportation Improvement Program and Capital Facilities Element of the Yakima
Urban Area Comprehensive Plan for 2026-2031 (No Budgetary impact)
RESOLUTION NO. R-2025-087, A RESOLUTION setting the time and place for a
hearing on June 17th, 2025 to review and adopt the Six-year Transportation
Improvement Program and amend the Capital Facilities Element of the Yakima
Urban Area Comprehensive Plan for the period of 2026-2031.
7.F Resolution authorizing an Interlocal Agreement with Washington Traffic Safety
Commission to provide funding for a regional crash team and equipment (No
Budgetary Impact)
RESOLUTION NO. R-2025-088, A RESOLUTION authorizing an agreement with the
Washington Traffic Safety Commission to provide funding to the City of Yakima for a
Law Enforcement Regional Crash Team and necessary specialized equipment.
7.G Resolution authorizing settlement of damage claims filed by claimant James Bell,
doing business as Northwest Liquidators (Risk Management Fund)
RESOLUTION NO. R-2025-089, A RESOLUTION authorizing settlement of
damage claims filed by claimant James Bell, doing business as Northwest
Liquidators.
7.H Resolution authorizing the City Manager to execute a collective bargaining
agreement between the City of Yakima and the Transit Field Operations
Supervisors Group (Teamsters Local 760) for January 1, 2024 - December 31,
2027
RESOLUTION NO. R-2025-090, A RESOLUTION authorizing the City Manager to

7.1 Resolution authorizing the City Manager to execute a collective bargaining
agreement between the City of Yakima and the Yakima Police Management Group
(Teamsters Local 760) for January 1, 2024 - December 31, 2027
RESOLUTION NO. R-2025-091, A RESOLUTION authorizing the City Manager to
execute a collective bargaining agreement between the City of Yakima and the
Yakima Police Management Group (Teamsters Local 760) for January 1, 2024 -
December 31, 2027.

9.A Approval of In-Kind Donations for Aviation Day 2025 (No Budgetary Impact)
Assistant City Manager Gary Ballew provided a brief overview of Aviation Day at
the Yakima Air-Terminal and briefed Council on the non-monetary donations
proposed to support Aviation Day 2025 as follows:
Town Square Media - radio advertisement
The Print Guys - posters, banners, magazine prints
Coca Cola - soda and water
MOTION: Deccio moved and Brown seconded to accept the in-kind donations
in support of Aviation Day 2025. The motion carried by unanimous vote.
9.B 2025 Washington State Legislature Session Review
Communication & Public Affairs Manager Randy Beehler introduced the City's
state lobbyists, Luke Esser and Nick Federici, who provided an update about the
2025 Washington State Legislature session, specifically the priorities related to
capital and transportation budget requests. Mr. Esser reported that the Governor
signed the State budget.
Mayor Beyers noted a couple of positive outcomes which included the Yakima
Valley School remaining open and funding for a regional detox center.
9.0 Resolution authorizing a grant application to the Federal Aviation Administration
for the Terminal Modernization Baggage Claim project (Airport Fund)
Director of Yakima Air Terminal Rob Hodgman briefed Council on a grant
application proposal to be submitted to the Federal Aviation Administration for
the baggage claim project at the Yakima Air Terminal. Hodgman also provided
information on the status of additional planned projects.
The City Clerk read the resolution by title only.
MOTION: Deccio moved and Brown seconded to adopt the resolution. The
motion carried by a 7-0 roll call vote.
RESOLUTION NO. R-2025-092, A RESOLUTION authorizing a grant application
to the Federal Aviation Administration for the Yakima Air Terminal Building
Modernization project for Capital Improvements at the Yakima Air Terminal-
McAllister Field.

9.D Ordinance relating to Title 5, Licenses and Business Regulations, adding
Chapter 5.31, Massage and Reflexology Services
Yakima Police Detective Thomas Priestman briefed Council on the proposed
ordinance related to enhanced oversight measures for massage businesses.
The City Clerk read the ordinance by title only.
MOTION: Brown moved and Deccio seconded to pass the ordinance. The
motion carried by a 7-0 roll call vote.
ORDINANCE NO. 2025-018, AN ORDINANCE relating to Licenses and
Business Regulations, Title 5, adding Chapter 5.31, Massage and Reflexology
Services.
10) City Manager Update
None.
11) Other Business
MOTION: Deccio moved and Brown seconded to direct staff to prepare an Older
American's Month proclamation to be placed on the June 3 agenda. The motion
carried by unanimous vote.
MOTION: Glenn moved and Berg seconded to direct staff to prepare an Idiopathic
Hypersomnia proclamation to be placed on the June 3 agenda. The motion carried
by unanimous vote.
Councilmember Glenn commented about the ongoing progress in addressing the
homeless population in the community.
12) Adjournment
MOTION: Brown moved and Deccio seconded to adjourn to the next City Council
regular meeting on June 3, 2025, at 5:30 p.m. in the City Hall Council Chambers.
The motion carried by unanimous vote. The meeting adjourned at 6:26 p.m.
