ITEM TITLE: Idiopathic Hypersomnia proclamation

SUMMARY EXPLANATION:
At the May 20 City Council meeting, Council member Glenn requested that an idiopathic hypersomnia
proclamation be added to the June 3 agenda. The motion passed unanimously. Attached for Council
consideration is the proclamation. If approved, the proclamation will be read and presented to Melissa
Christianson.

%'XE AS, idiopathic hypersomnia(Elf)is a serious, debilitating, and chronic neurological disorder
that affects the brain's ability to control-steep and wakefulness and NC has a considerable, lfe-altering impact
on people living with the condition and their supporters; and
%'XE AS, the main symptom of NC is eccessive daytime sleepiness, which is a strong daytime
sleepiness or need to steep during the day, even if you had enough steep the night before. Additional-symptoms
commonly include brain fog, non-restorative steep, tong steep(more than 9 hours per night or more than 11
hours in a 24-hour period, tong unfreshing naps, and severe steep inertia, which is ectreme difficulty
awakening from steep, accompanied by strong disorientation; and
WI E AS, the symptoms of NC adversely affect quality of life, wreakhavoc on typical day-to-day
activities, and can lead to problems thinking, working, and socializing. Ropte with NC may have trouble
functioning in theirjobs, staying in school, having romantic relationships, andfutty engaging with theirfriends
and Coved ones; and
WI-PEWS,people with I7f are often judged, invalidated, dismissed, overlooked, inappropriately
considered lazy and unmotivated by others, such as Coved ones,friends, employers, schooladministrators, and
medicatprofessionats; and
WI-PEWS, despite its seriousness, Elf is under-recognized and under-researched, which leads to
underdiagnosis and misdiagnosis. Diagnosis, when it does happen, is often delayed, sometimes by up to 10
years or Conger; and
WirEWS, the options for effective treatment are e ctremety limited in comparison to the gravity of
the condition, and researchers don't yet understand the pathophysiotogy of NC or know its cause.
NOW 77fEEFOE, I, 'Patricia cByers, 9blayor of the City of Yakima and on behalf of the City
Council-hereby proclaim the first Saturday in June as
"Idiopathic Jfypersomnia Day"
in the City of Yakima and askresidents to recognize the organizers for raising awareness, improving diagnosis,
and encouraging and supporting efforts to increase funding and research to provide support, numerous effective
treatment options covered by insurance and eventuatty a cure.
