Adjourn Next Meeting: June 11, 2025 -1 - 05/14/2025 YPC Minutes City of Yakima Planning Commission (YPC) Meeting Minutes May 14, 2025 Call to Order Chair Place called the meeting to order at 3:00 p.m. Roll Call YPC Members Present: Chair Mary Place, Vice-Chair Anne Knapp, Jeff Baker, Colleda Monick, Kevin Rangel, Frieda Stephens, Philip Ostriem, Shelley White YPC Members Absent: Leanne Hughes-Mickel, Arthur Salido, Charles Hitchcock (All excused) Staff Present: Trevor Martin; Planning Manager, Eva Rivera; Planning Technician City Council Liaison: Rick Glenn, Janice Deccio Staff Announcements – Planning Manager Martin announced the following: •BERK is scheduled to give their first presentation to the Planning Commission on July 30.A public open house will be held shortly thereafter. Approval of Minutes from April 23, 2025 - It was motioned by Commissioner Baker and seconded by Commissioner Knapp to approve the meeting minutes of April 23, 2025. The motion carried unanimously. Public Comment – None Existing Conditions Report - Martin presented key highlights of the Existing Conditions Housing Report. He explained that the most current available data was used. The Commission discussed various aspects of the report. Other Business - Bylaws Update – The Bylaws approved by City Council were distributed to the Commission, and the approved changes were reviewed. Tree City Update – The arboretum's budget is used to meet Tree City USA. Commissioner White made a statement and read aloud the statement she had previously presented to the City Council. Meeting Recap – Action Items & Decisions: •Clarify Data Dates – Staff will clarify the dates of the data used for the BERK Existing Conditions Report. •Affordable Housing Discussion –The Commission will continue discussions on affordable housing and explore additional planning tools that have not yet been utilized by the City. - 2 - 05/14/2025 YPC Minutes • Distribute Bylaws – Mary will provide copies of the City Council-adopted Planning Commission bylaws to the Tree Board, Bike/Ped, and the Historic Preservation Commission. Outstanding Action Items • An orientation or educational item summarizing past Planning Commission actions related to the Housing Action Plan will be developed. It will be a standalone item and is anticipated to be presented within the next couple of meetings, but not at the next agenda. • Staff will provide upcoming dates for the next community division/workshops, tentatively scheduled for August and November. A motion to adjourn to May 28, 2025, was passed with a unanimous vote. The meeting adjourned at approximately 4:13 p.m. Chair Place Date This meeting was filmed by YPAC.
