ITEM TITLE: Cost of New Garbage Cans on N. 1st St.

SUMMARY EXPLANATION:
In an effort to reduce the continual destruction of garbage cans along N. 1st St. due to the misuse and
vandalism at the hands of homeless individuals, the City's Clean City Program purchased a new style of
garbage can. Memo attached.

Subject: Cost of New Garbage Cans on N. 1st St.
In an effort to reduce the continual destruction of garbage cans along N. 1st St. due to the
misuse and vandalism at the hands of homeless individuals, the City's Clean City Program
purchased a new style of garbage can. The style selected was based on what Portland, Oregon
is currently utilizing.
There have been recent concerns expressed by some members of the public regarding the
overall cost of the new garbage cans and if this was in the best interest of the City.
The cost of the new style garbage can is approximately $2,743 per can which includes shipping,
tax, etc. The new style allows artwork to be showcased from local artists to improve aesthetics,
similar to the artwork currently placed on the City's utility boxes. The art selection was
conducted by the Arts Commission. The new cans offer an anti-graffiti protectant, are built
significantly sturdier than our existing cans and have a storage capacity of 72-gallons.

In comparison, our existing garbage cans cost slightly less at approximately $2,586 each. They
only have a 36-gallon capacity and have proven to be prone to vandalism. As the picture
suggests below, individuals recently vandalized a garbage can by first dismantling it and then
lighting it on fire. Replacing these on a regular basis is becoming quite expensive.

As a pilot project, we purchased two of the new style cans out of the Clean City budget to see
how well they will hold up under these adverse conditions. If this proves to be successful, the
goal will be to eventually replace each of the existing cans along N. 1st St. with the new style;
possibly doing the same along Yakima Ave. as well.
It should be noted that there is a cost-break for purchasing five or more of the new style cans at
one time; further reducing the overall cost and making them nearly equivalent in cost to our
existing cans. If they can withstand attempts of vandalism, not having to replace them as often
may provide a cost savings in the long run for the City.
