HomeMy WebLinkAbout04/15/2025 Business Meeting 8 /- ....' 1%, YAKIMA CITY COUNCIL MINUTES April 15, 2025 City Hall — Council Chambers — 129 N 2nd Street, Yakima, WA 5:30 PM City Council Regular Meeting — Conducted in person and virtually via Zoom. 1) Roll Call Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy Staff: City Manager Vicki Baker, City Attorney Sara Watkins and City Clerk Rosalinda Ibarra 2) Pledge of Allegiance Mayor Byers led the Pledge of Allegiance. 3) Interpreter Services Mayor Byers introduced Jorge Villasenor who announced interpreter services are available in Spanish. 4) Public Comment "Yashu the Son" [Joe Daniels], City resident, read a religious passage and spoke of repentance. Shelley White, City resident, spoke about the cause and potential effects of new state laws regarding single family residential zoning. 5) Open Discussion for the Good of the Order 5.A National Day of Prayer proclamation Mayor Byers proclaimed May 1, 2025 as "National Day of Prayer." 5.B America's 250th Anniversary proclamation Assistant Mayor Matt Brown proclaimed and endorsed the "Two Lights for Tomorrow" national initiative commemorating America's 250th anniversary. Liz Hobson accepted the proclamation. 6) Council Reports None. April 15, 2025 —Yakima City Council Meeting Minutes Page 1 of 6 9 7) Consent Agenda Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. Items E, F, G and H were removed from the Consent Agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion-see motion directly below.) MOTION: Brown moved and Deccio seconded to approve the consent agenda. The motion carried by a 7-0 roll call vote. 7.A Approval of minutes from the April 1, 2025 City Council regular meeting and April 8, 2025 City Council study session 7.B 2025 1st Quarter Treasury Report 7.0 Approve payment of disbursements for the period March 1 - 31, 2025 7.D Project Completion and Contract Acceptance for Granite Construction Company for Nob Hill Blvd 4th to 15th Grind & Overlay Project 2793 (No Budgetary Impact) 7.E Resolution authorizing an agreement with the Yakima Pickleball Club for the Use of Pickleball Courts at Franklin Park (No Budgetary Impact) This agenda item was removed from the Consent Agenda. 7.F Resolution authorizing an Agreement with the Yakima Youth Golf Association for the 1st Tee Program (No Budgetary Impact) This agenda item was removed from the Consent Agenda. 7.G Resolution authorizing an Affiliation Agreement with Central Washington University to provide clinical learning experiences and facilities for students (No Budgetary Impact) This agenda item was removed from the Consent Agenda. 7.H Resolution authorizing an Interagency Agreement with the Department of Natural Resources for reimbursement for community wildfire reduction and education efforts (Fire Capital) This agenda item was removed from the Consent Agenda. 7.1 Resolution authorizing an amendment to the Commercial Lease Agreement with the Greater Yakima Chamber of Commerce for property located at 10 North 9th Street in Yakima (General Fund Revenue) RESOLUTION NO. R-2025-070, A RESOLUTION authorizing an amendment to the Commercial Lease Agreement between the City of Yakima and the Greater Yakima Chamber of Commerce for property located at 10 North 9th Street in Yakima. 7.J Resolution authorizing an Emergency Purchase Order to repair Fire Ladder Truck 91 (Fire Capital) RESOLUTION NO. R-2025-071, A RESOLUTION ratifying the declaration of an emergency, declaring an emergency existed, and authorizing the City Manager to execute all applicable documents for the repair of Fire Truck 91 (EPO2502E). April 15, 2025—Yakima City Council Meeting Minutes Page 2 of 6 10 7.K Ordinance amending the 2025-2026 Biennial Budget for the City of Yakima and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2025-2026 for various purposes (Second Reading) ORDINANCE NO. 2025-012 AN ORDINANCE amending the 2025-2026 Biennial Budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various funds for expenditure during 2025 for various purposes including 2024 encumbrances as described in the attached Schedule I. Items Removed from the Consent Agenda 7.E Resolution authorizing an agreement with the Yakima Pickleball Club for the Use of Pickleball Courts at Franklin Park (No Budgetary Impact) Parks and Recreation Manager Ken Wilkinson briefed the Council on the partnership with the Yakima Pickleball Club. The City Clerk read the resolution by title only. MOTION: Deccio moved and Brown seconded to adopt the Resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2025-066, A RESOLUTION authorizing an agreement with the Yakima Pickleball Club (" Club") for use of Franklin Park pickleball courts. Parks and Recreation Manager Ken Wilkinson briefed the Council on the agreement with the Yakima Pickleball Club. 7.F Resolution authorizing an Agreement with the Yakima Youth Golf Association for the 1st Tee Program (No Budgetary Impact) Parks and Recreation Manager Ken Wilkinson briefed the Council on the partnership with the Yakima Youth Golf Association. The City Clerk read the resolution by title only. MOTION: Deccio moved and Herrera seconded to adopt the Resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2025-067, A RESOLUTION approving the Agreement between the City of Yakima ("City") and the Yakima Golf Organization, aka the First Tee of Yakima ("First Tee") for use of Fisher Park Golf Course ("Fisher") for certain youth golf activities. Parks and Recreation Manager Ken Wilkinson briefed the Council on the Agreement with the Yakima Golf Organization. 7.G Resolution authorizing an Affiliation Agreement with Central Washington University to provide clinical learning experiences and facilities for students (No Budgetary Impact) Yakima Fire Chief Aaron Markham briefed the Council on the partnership with Central Washington University. The City Clerk read the resolution by title only. MOTION: Brown moved and Deccio seconded to adopt the Resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2025-068, A RESOLUTION authorizing an Affiliation Agreement between Central Washington University ("School") and the City of Yakima Fire Department ("Training Site") to provide clinical learning experiences and facilities for School's students. Chief Markham briefed the Council on the Resolution. R-2025-069, A RESOLUTION authorizing an Interagency Agreement with the Washington State Department of Natural Resources and the City of Yakima for reimbursement for community wildfire reduction and education efforts. Chief Markham briefed the Council on the Resolution. 8) Public Hearings None. 9) Department Items 9.A Capitol Theatre Multi-year Capital Improvements Plan (Public Facilities District Fund) Community Development Director Bill Preston and Capitol Theatre CEO Charlie Robin presented the overall Capitol Theatre Improvement Plan consisting of the current and future scope, tentative schedule, and budget for improvements to the downtown theater. Future improvements include 4th Street Theatre balcony, new seating, and a front façade remodel. Currently funding to support the pre-design phase is from the Public Facilities District. Public campaign donations and grant funding will be sought for task order phases and be brought before Council at subsequent meetings. 9.B Resolution authorizing the bid award and contract with Cliff Thorn Construction for Construction Services for the Terminal Building Modernization Project Phase 1A at the Yakima Air Terminal-McAllister Field (Airport Fund) Director of Yakima Air Terminal Rob Hodgman briefed the Council on the proposal to award a $2.2 million contract to Cliff Thorn Construction for the first phase of improvements at the Yakima Air Terminal. Mr. Hodgman noted that the project will be paid for with Federal Aviation Administration (FAA) grants and Supporting Investment in Economic Development (SIED) funding. The City Clerk read the resolution by title only. MOTION: Brown moved and Deccio seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. RESOLUTION NO. R-2025-072, A RESOLUTION authorizing the execution of an agreement with Cliff Thorn Construction to construct phase 1A upgrades in the terminal building at Yakima Air Terminal-McAllister Field. 9.0 Ordinance amending YMC 5.96 to include a penalty for unlicensed ambulance operators Yakima Fire Chief Markham and Assistant City Attorney Amanda Brusic briefed the Council on the proposed ordinance to add a penalty for unlicensed ambulance operators. The motion carried by a 6-1 roll call vote; with Glenn voting no. ORDINANCE NO. 2025-013, AN ORDINANCE amending the City of Yakima Municipal Code Chapter 5.96 Ambulance Services to include a penalty for operating without a license. 9.D Ordinance amending the City of Yakima Municipal Code Chapter 3.15 to accommodate the leasing of vehicles Interim Director of Finance and Budget Mike Bailey briefed the Council on the proposed ordinance relating to leasing of vehicles. The City Clerk read the ordinance by title only. MOTION: Brown moved and Deccio seconded to pass the ordinance. The motion carried by a 7-0 roll call vote. ORDINANCE NO. 2025-014, AN ORDINANCE amending the City of Yakima Municipal Code Chapter 3.15 to accommodate the leasing of vehicles. 10) City Manager Update City Manager Baker announced Craig Warner as the new City of Yakima Finance Director. Mr. Warner will start employment on April 16, 2025. 11) Other Business The Council congratulated Yakima Police Department employees Chad Janis and Matt Sutton on their recent promotions to Captain. MOTION: Byers moved and Berg seconded to reconsider the ordinance amending Yakima Municipal Code Chapter 12.01, adding Section 12.01.080 regarding violations. The motion carried by unanimous vote. Community Development Director Bill Preston provided information to the Council about YMC Title 12 Development Standards. After Council discussion, the City Clerk read the ordinance by title only. MOTION: Brown moved and Deccio seconded to pass the ordinance. The motion carried by a 7-0 roll call vote. ORDINANCE NO. 2025-015, AN ORDINANCE amending the City of Yakima Municipal Code, Title 12, Development Standards, adding Section 12.01.080 regarding violations. Assistant Mayor Brown distributed a resolution regarding cruising events. MOTION: Brown moved and Berg seconded to suspend the Council Rules of Procedure to have a discussion about the resolution. The motion carried by unanimous vote. Assistant Mayor Brown introduced the conversation about summer cruising events on Yakima Avenue. After Council discussion, the City Clerk read the resolution by title only. MOTION: Brown moved and Berg seconded to adopt the resolution. The motion carried by a 7-0 roll call vote. R-2025-073, A RESOLUTION setting the dates and time for open cruising events on Yakima Avenue for the summer of 2025 MOTION: Brown moved and Berg seconded to add to a future study session a discussion about surplus properties that the City owns. The motion carried by unanimous vote. MOTION: Brown moved and Deccio seconded to add to a future study session a discussion about the downtown master plan and the process to update it. The motion carried by a 6-1 voice vote; Glenn voting no. MOTION: Brown moved and Deccio seconded to add to a future study session an update on the 50/50 sidewalk program. The motion carried by unanimous vote. MOTION: Brown moved and Berg seconded to add to a future study session an update on the CDBG 5-year plan. The motion carried by unanimous vote. 12) Adjournment MOTION: Brown moved and Herrera seconded to adjourn to the next City Council study session on April 22, 2025, at 5:00 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote.
