It shall be the responsibility of the tree board to study, investigate, develop, update, and administer a
written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and
shrubs in parks, along streets and in other city-owned public areas. The tree board shall consider,
investigate, make findings, report and make recommendations regarding any special matter or question
coming within the scope of its work.

Introduction and Welcome
The bimonthly meeting of the Yakima Tree Board convened at 5:08 p.m. over Zoom.
Approval of the Meeting Minutes from March 21, 2022
Ken made the motion to approve the previous meeting’s minutes, and Daniel seconded the motion.
The motion was passed by consensus.
In-Person Meetings Return June 1, 2022
Eric noted that board and committee meetings will return to an in-person format on June 1. Hybrid
options will not be allowed. The next meeting will presumably take place in the 2nd Floor Conference
Room at City Hall on July 11.
Canopy Study Update
Chip, Eric, and another planner met with DNR and PlanIT Geo over Zoom to set some guidelines
regarding the focus of the canopy study. Two main geographies were chosen—council districts and
zoning. Once the data is released, the City will have access to their proprietary mapping software for
two or three years that will provide different ways to analyze the data. The Environmental Disparities
Map is integrated into the software. The software will be able to show the maximum planting
potential, compare canopy coverage in different areas, etc. Also integrated into the software is i-Tree
Tools Eco, which can provide environmental and climatological data. An informational handout will
also be released. Eric hopes to make a presentation to City Council in the future.
Staff Report—Chip Rognlie
Chip was absent, thus there was nothing to report.
For the Good of the Order
Jheri mentioned that the City and the Arboretum are currently under negotiations for their contract,
which includes paying the electrical to run the pump and a $30,000+ contract to provide mowing
services for the Arboretum. It’s uncertain if the City will provide those services in the future.
The Board will consider talking about general public outreach at the next meeting.
Adjournment
The meeting was adjourned at 5:43 p.m. The next Yakima Tree Board meeting will be held on Monday,
July 11, 2022 at 5:00 p.m. in the 2nd Floor Conference Room.

SECTION I: MEETINGS
General
1.1. All meetings shall comply with the Open Public Meetings Act (Chapter 42.30 RCW).
1.2. Board Staff assistance shall be provided by the Planning Division with additional
assistance and information to be provided by other City departments and
consultants as may be necessary to aid the Board in carrying out its duties and
responsibilities under this chapter.
1.3. Meetings shall take place on the second Monday of every other month (January,
March, May, July, September, and November) at 5:00 p.m. at City Hall in the 2nd
Floor Conference RoomCity Council Chambers or via video conferencing
technology, depending on current City policies.
1.4. If the second Monday of a month during which a meeting will be held falls on a city
holiday, the meeting shall be held during that month on the following available
Monday that isn’t a city holiday.
1.5. The location and time of meetings may vary as long as adequate public notice is
given.
1.6. An extended special meeting should take place once a year as needed, and may
occur outside the schedule for bimonthly meetings.
1.7. Other special meetings may take place as requested, and shall follow the same
procedures.
1.8. Public hearings for the appeal of dead or diseased tree removal on private property
may take place either during a regular meeting or a special meeting.
Quorum
1.9. A majority of board members constitutes a quorum in which a meeting may take
place.
1.10. Notification of the meeting shall be made in accordance with Section II. A request
will be made to all Board members to confirm attendance. If a quorum cannot be
confirmed, the meeting will be canceled.
1.11. If a quorum cannot be met at the beginning of a scheduled meeting, the Board may
wait until ten minutes past the scheduled start, after which if a quorum still cannot
be met, the meeting will be canceled.
1.12. If a quorum cannot be met or the meeting cannot otherwise take place, the next
meeting should be held the following month in accordance with this section unless
there are pressing matters, in which a meeting may be rescheduled for that same
month. Except in extreme circumstances, regular meetings and special meetings
should not be rescheduled more than once during a calendar month. Following the
completion of a rescheduled meeting, the next meeting should be scheduled as usual
in accordance with this section.
SECTION II: PUBLIC NOTICE
2.1. The agenda packet (agenda, draft minutes, other documentation, etc.) shall be
distributed and posted publicly by 5:00 p.m. at least one week prior to the scheduled
meeting.
2.2. If changes are needed, the revised agenda packet shall be distributed and posted
publicly by 5:00 p.m. at least 24 hours prior to the scheduled meeting.
2.3. Draft minutes shall be uploaded to the City’s website no later than one week after
the meeting in which their approval takes place.
2.4. Public hearings for the appeal of dead or diseased tree removal on private property
shall follow the procedures of YMC § 8.77.165.
SECTION III: DECISION MAKING
3.1. Official decisions made by the Board shall be passed by consensus. If there is
disagreement on an agenda item or point of discussion, a majority vote shall take
place.
3.2. Official decisions include but are not limited to the opening and closing of meetings,
approval of draft meeting minutes, changes to the approved street tree list, text
amendments to the Public Tree Ordinance recommended to City Council for their
approval, and changes to the bylaws.
3.3. The Board’s determination of an appeal of dead or diseased tree removal on private
property shall be made with a majority vote and shall follow the procedures of YMC
§ 8.77.165.
SECTION IV: PUBLIC PARTICIPATION
4.1. Opportunity for public comment shall be allowed for each agenda item, and may
also take place for items not on the agenda under For the Good of the Order, as long
as they are relevant to the purpose of the Board.
SECTION V: ANNUAL TASKS
5.1. The Arbor Day Proclamation shall be finalized by the March meeting.
5.2. The Tree City USA Certification/Work Plan shall be finalized by the November
meeting.
5.3. Once completed, the comprehensive city tree plan shall be presented to City Council
and thereafter on an annual basis.
SECTION VI: AMENDMENT
6.1. These bylaws may be amended as provided for in YMC § 8.77.070.

The urban forest of Yakima offers a lot more than greener views and patches of
shade. It creates meaningful environmental, economic, and social benefi ts for the
community, valued at $1 million/year in addition to the over $13 million in stored
carbon. To better understand this essential infrastructure, this assessment identifi ed
urban tree canopy (UTC), possible planting area (PPA), and areas unsuitable for
planting. It analyzed how they are currently distributed throughout the City’s complete boundary, watersheds, ZIP codes, city
council districts, zoning, U.S. census blocks, and block groups as well as how their distribution has changed over time. The
results, based on the most recently available source aerial imagery from the USDA’s National Agriculture Imagery Program
(NAIP) collected in 2019 and 2011, will allow the city to revise existing strategies and develop new ones to protect and expand the
tree canopy. The maps and data from this assessment will help concentrate efforts in areas with the greatest need, where tree
planting space is available, and where benefi ts can be realized.

Trees are green infrastructure that, with proper care, appreciates in value over time.
A land cover map was created from 2019 aerial imagery to capture all of Yakima’s urban tree canopy area, and values from i-Tree
were used to quantify the benefi ts that those trees provide. Yakima’s urban forest provides $1.2M in annual benefi ts by removing
air pollutants, reducing stormwater runoff, and sequestering carbon. The trees also store $13M worth of carbon. In 2019, tree
canopy constituted 12% of citywide land cover; non-canopy vegetation was 35%; soil/dry vegetation was 4%; impervious was 47%;
and water was 1%. Yakima’s UTC came from over 2,000 acres of healthy trees.

Next, tree canopy data were analyzed for several geographies, including Yakima’s zoning and watershed boundaries, to see
how the distribution of UTC compared at different scales. In 2019, the Lower Wide Hollow Creek contained approximately 11,711
land acres, 13% UTC or 72% of the citywide canopy, and 32% PPA (66% of all PPA citywide). In 2011, the same area contained 11%
UTC, indicating a ~2% gain (~236 acres) in the canopy over the six-year time period. The Naches River watershed experienced
the highest canopy loss at -4% (~28 acres). Single-Family Residential (R-1) zoning had the highest distribution of land area and
contributed the greatest amounts of both UTC and PPA towards the citywide totals, making up 40% of the city’s UTC and 39% of all
PPA in Yakima. Two-Family Residential (R-2) , Right-of-Way (ROW), and Multifamily Residential (R-3) zoning districts had the next
greatest amount of citywide PPA at 14%, and 11%, respectively. All residential zones had higher than the citywide average canopy
cover. The City should focus on community outreach and education programs to better inform citizens of the environmental,
health, social, and fi nancial benefi ts that trees provide to help grow the tree canopy in the 3,000+ acres of plantable space and
protect existing canopy in residential zones.
