SUMMARY EXPLANATION:
Pursuant to the Council's request, City staff will provide a presentation on properties owned by the City
that could be declared surplus and sold, and information on the procedure to surplus and other methods
of disposing of surplus real property.

Process to Surplus and S
1. Determine what properties are surplus to the needs of the City.
2. Determine if SEPA or other reviews need to be done prior to
surplus for each property.
3. Determine the fair market value of the properties proposed to be

4. If any of the properties were purchased for utility purposes (water,
wastewater, stormwater, drainage, etc.) schedule a public hearing SURPLUS
on the proposed surplus.

5. Adopt a surplus resolution declaring the property to be surplus to SALE
the City's needs, identifying the property, and specifying how the
property will be disposed (i.e. auction sale, sealed bid, etc.).
6. Schedule and proceed with the surplus sale of the property.
