AN ORDINANCE establishing classification and compensation plan for all employees of the City of Yakima, except Firemen and Policemen, and repealing Ordinance No. 79 and all res.- lutions ordinances or parts of ordinances in conflict herewith. BE IT ORDAINED BY THE CITY OF YAKIMA: 0 Section 1. All employees of the City of Yakima, except members (9 of the police and fire departments, shall be subject to the classifi- cation and compensation plan hereby established pursuant to Article XVI Section 4 of the Charter of the City of Yakima. Section 2. The classification and compensation plan shall include: (a) The basic salary schedule as set forth in this ordinance, and subsequent amendments and additions hereto. (b) A schedule of salary ranges, consisting of minimum and maxi- . mum rates of pay and intermediate steps for all classes of positions included in the City Classification Plan, as included herein and in subsequent additions and amendments hereto® (c) The annual budgets prescribed by the laws of the State of Washington® Sectionl. Salary ranges shall be linked directly to the plan of position classification and shall be determined with due regard to ranges of pay for other classes, relative difficulty and responsibility of positions in the class availability of employees in particular occupational categories, prevailing rates of pay for similar employ- ment in private establishments in the Yakima area, rates of pay in other jurisdictions, cost of living factors, the financial policie,8 of the City and other economic considerations. The minimum and maximum III and intermediate steps of each salary range shall be those rates in the basic salary schedule which most nearly reflect these factorn. -1- Prior to the preparation of each annual budget. as well as at 41 0 other appropriate times the City Manager shall make or direct to be made such comparative studiee as he may deem necessary of the factors affecting the level of salary ranges. On the basis of information derived from such studies 9 the City Manager shall recommend to the Council for approval such changes in the salary ranges as are pertinent to the fairness and adequacy of the overall salary structure. Such changes shall be accomplished by increasing or decreasing the salary ranges the appropriate number of ranges as provided in the basic salary schedule. The rate of pay for each employee shall be adjusted to the corresponding step in the new range in conformance with the adjustment of the salary range for the class. Section 4 The salary ranges are intended to furnish administrative flexibility in recognizing individual differences between positions 41 allocated to the same class in the classified service and as a guide for appointive positions and in providing employee incentives and rewarding employees for meritorious service© The following shall be the general Policy with respect to the use of the pay steps within salary ranges: (a) The minimum rate of pay for a class shall be paid to any person on his original appointment to a position of a class except appointments at a salary rate above the minimum rate may be authorized in exceptional circumstances by the appointing authority. (b) The basic salary range shall consist of six steps to be known 4o Steps 1 2 4. 5 & 6 The next three steps after the beginning step shall normally be received by the employee at three successive six- month intervals providing his work has been satisfactory and he is 0 making normal progress on the job. Steps 5 & 6 shall not normally come until one year has been served in the previous step and shall be given only in cases of exceptional merit as determined by the appointing authority. -2- All within-range increases are subject to the availability of O funOs. For purposes of computing the length of time for eligibility for within-range increase s the • period of all leaves of absence without pay shall not be included. In order to simplify the preparation of payrolls eligibility for within-range salary increases shall be computed in the manner heretofore set forth; provided v however,, that upon an eligibility date falling in the first half of a pay period,, such increase shall become effective as of the first day of said pay period; and provided further,, that upon an eligibility date falling in the second half of a pay period such increase shall become effective as of the first day of the following pay period. Salary increases or decreases resulting from the adjustment of salary ranges in accordance with Section 3 shall not prevent within- 0 range increases in accordance with this Section. Section As of the effective date of the adoption of the compen- sation plan and any subsequent amendments thereof: (a) All employees whose pay is in excess of the maximum rate pre- scribed for their class shall not be reduced in pay,, but they shall not receive any pay increases as long as they occupy positions for which the salary range maximum is the same as or less than the pay rate ourrentiy • received. (b) Employees will be advanced in pay as a result of an adjustment to the salary range for their class as provided for in Section 3 In addition employees will be eligible for within-range increases according to oervice in the class as provided for in Section 4(b)0 The provisions of this Section shall not prevent demotion or reduc e tion for disciplinary reasons or the application of service-wide pay deoreases when such action i3 required by the financial conditions of the Oity or by changing economic conditions. - • .* SectionA. When an employee L transferred 9 promoted demoted or • reinstated, his rate of pay for the new position shall be determined as follows: (a) TRANSFER: An employee transferred to another position in the same class will continue to receive the same rate of pay until he is promoted or demoted. (b) PROMOTION: An employee promoted to a position in a class having a higher pay range shall receive a salary increase as follows: 1. If his rate of pay in the lower class is below the minimum salary of the higher class his rate of pay shall be increased to the minimum rate for the higher class. 2. If his rate of pay in the lower class falls within the range of pay for the higher class the employee shall be advanced to the next higher step. 11 1 (c) DEMOTION: An employee demoted from a position in one class to another having a lower pay range shall receive a salary decrease of not 'less than one pay step. • I If the rate of pay of the employee in the higher class is above the maximum salary for the lower class his rate of pay will be decreased to the maximum rate of the lower class unless the decrease shall be less than one pay step 9 in which ease his pay shall be reduced to the next lower pay step in the pay range. 2 If the rate of pay of the employee in the higher class is within the pay range of the lower class his rate of pay will be decreased by one pay stop. (d) REINSTATEMENT: The compensation of an employee reinstated to his former position shall be determined as follows: 1. An employee who had resigned from his position in the City Servine and is subsequently reinstated to a position in his former class shall be paid in accordance with the rules governing original appoint- 410 ments to a position in the City Service. 2. An employee who is reinstated to his position after an authorized leave of absence without pay shall be paid at the same pay step in the range for his class that was received at the time he re- ceived his leave of absence without pay. - - Section 7. An appointing authority for just causes may reduce the salary of an employee within the pay range prescribed for the class. Notice of intention to effect such a reduction in pay and the reasons for such action shall be given to the employee and the Civil Service Chief Examiner ten days prior to the effective date of the reduction. The employee affected shall have the right to appeal in the manner out- lined in the Civil Service Rules and Regulations. Section 8. This ordinance shall be in force and effect February 1, II I 1961, and from and after said effective date employees in each class of position in-the Civil Service shall be compensated-according to the basic salary schedule and salary ranges set fOrth in this ordinance, and subsequent amendments and additions thereto, and in accordance with the annual budgets adopted by the Council pursuant to the laws of the State of Washington. In cases of -promotion, transfer and the return of an employee after leave of absence, and in cases of classification or re-classification of positions which, under Section 6 and other pro- visions of this ordinance, require the payment of a different wage or salary than that specifically set forth in the annual budget, the compen- sation to be paid in such cases shall be figured and paid in accordance with said Section 6 and other pertinent sections of this ordinance with- ilk out ordinande or council action, if the payment thereof' can lawfully be made from funds appropriated - under the current annual budget, under the item of salaries and wages, without exceeding appropriation. In cases where the annual budget makes provisions for the payment • of compensation for any position classification differing from the eom. pensation set forth in said salary ranges in order to comply with the provision of Section 5(a) of this ordinance, the employee affected by the provision of said Section shall be paid the compensation for such position as set forth in the annual budget, and in all cases where no provision is made in said salary ranges the compensation to be paid any employee shall be that set forth in the annual budget or such com— pensation as shall be lawfully authorized by the City Council. Section 9. Employees living in housing provided by the City shall have $50000 per month deduc2d from their,rate of pay in lieu of rent. Section 10.
