Distributed at Meeting: --/,57-2,easitem# 4 City Council 4/15/25 Hi! Again I'm Shelley White, appearing as a private Yakima citizen and not a member of the Planning Commission. Tonight we want to briefly recap: We have now reviewed: II the nuts and bolts of the new WA State housing laws eliminating Single Family Zoning in the entire state and we have begun 'connecting dots' and looking at the roots of the new laws. Two weeks ago we looked at the g) severe decline of the U.S. population and last week we looked at what has been done in the last few years to 'replenish' our population, labor force and tax bases: the Elephant in the room: ,3) Illegal immigration. Now we want to continue to FOLLOW THE MONEY and look at ONE, of what I called last time, the TWO Giant Gorillas in the room, but I'm renaming Gorilla #1 a Giant Whale (for our next discussion) and tonight we're going to look at the whale's attending ‘Satketish'...you know the ones that attach themselves to the whale to get a good ride! So who attached to the Giant Whale and supported the passage of these new laws - and who gains from them? In addition to all the State and local tax 'treasure chests' that will be substantially increased, including those relying on property taxes, which POWERFUL lobbies or PCs were instrumental in passing the new lows? The first is obvious, the Realtors that helped get the laws passed. Also obvious are the 10-20 million additional non-U.S. citizens that can now buy property, putting the Law of Supply and Demand into startling effect, assuring that Realtors will have inventory to sell and rent for many years to come. Realtors have also been under immense pressure lately as the NAR has lost several high profile lawsuits attacking the way in which commissions are paid. Getting these state zoning laws passed also assures that the Realtors Associations retain a strong membership base in the future. Who else benefits? Well...Covid slowed new housing starts to a crawl and they still haven't completely recovered, so it stands to reason that the Homtbui1ders Associationsand construction suppliets would love to have more to build, immediately and long-term. Then of course Banks and Mortg4ge lenders are going to profit from a long, steady supply of New Construction, Condo, and Multi -family loans, as are Title Companies. And let's not forget the Fair Housirtg foils that are absolutely delighted that those who have long been discriminated against can finally gain access to more desirable neighborhoods. Unfortunately, they also erroneously believe the new laws will provide a treasure-trove of more affordable rentals and more affordable housing purchase opportunities for marginalized peoples in the future. But will this actually be the case? Let's keep connecting dots and Following the Money to the Giant Whale...next time...
