ITEM TITLE: Ordinance amending YMC 5.96 to include a penalty for unlicensed
ambulance operators

SUMMARY EXPLANATION:
Under YMC 5.96 Ambulance Services there is a requirement that each ambulance service that is
operating in the City of Yakima must be licensed by the State of Washington. There is currently no
penalty outlined in YMC 5.96 for anyone that violates this requirement and as such one is needed to
ensure regulation and control of ambulance services within the City of Yakima.

ORDINANCE NO. 2025-
AN ORDINANCE amending the City of Yakima Municipal Code Chapter 5.96 Ambulance
Services to include a penalty for operating without a license.
WHEREAS, it is in the public interest, and for the health, safety and welfare of the
residents of the City and its environs, to provide the highest level of emergency medical
services reasonably practicable; and
WHEREAS, the Yakima Municipal Code provides for the inspection, regulation and
control of ambulance services to promote the health and safety of the people; and
WHEREAS, it is in the City's best interest to impose a penalty for operating an
ambulance service without a license in violation of Section 5.96.080 of the City of Yakima
Municipal Code; now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 5.96.085 is hereby added to the City of Yakima Municipal Code to
read as follows:
5.96.085 Civil Infraction —Violation— Unlicensed Ambulance Operator. It is a civil
infraction for any person to operate or attempt to operate an ambulance or ambulance service
without a license. Any person found to have committed this infraction shall be fined in an
amount not exceeding five hundred dollars. Each day during which any person is in violation
shall constitute a separate violation.
Section 2. This ordinance shall be in full force and effect 30 days after its passage,
approval, and publication as provided by law and by the City Charter.
