HomeMy WebLinkAbout03/11/2025 Study Session/Executive Session495 YAKIMA CITY COUNCIL MINUTES March 11, 2025 City Hall - Council Chambers -129 N 2nd Street, Yakima, WA 500 PM City Council Study Session — Conducted in person and virtually via Zoom. 1 Roll Call Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, and Danny Herrera Not present for Roll Call: Councilmember Leo Roy Staff: City Manager Vicki Baker, City Attorney Sara Watkins and City Clerk Rosalinda lbarra 2. Executive Session A. Executive Session regarding pending litigation pursuant to RCW 42.30.110(1)(i) MOTION: Brown moved and Berg seconded to adjourn to Executive Session until 5:30 p.m. to discuss pending litigation pursuant to RCW 42.30.110(1)(i). The motion carried by unanimous vote. Present for Executive Session: Mayor Byers, Assistant Mayor Brown, and Councilmembers Berg, Deccio, Glenn, Herrera, and Roy (attending remotely via speaker phone) The Council adjourned to Executive session at 5:03 p.m. At 5:30 p.m. Mayor Byers announced Executive Session would be extended by 15 minutes, until 5:45 p.m. Executive Session adjourned at 5:44 p.m. The regular meeting was called back to order at 5:46 p.m. with the following Councilmembers present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Berg, Deccio, Glenn, Herrera and Roy (attending remotely via Zoom). 3. Council Item A. Consideration of Yakima Citizens et al. v. City of Yakima, et al. MOTION: Berg moved and Brown seconded that the City appeal Judge Eliott's March 7, 2025 decision granting partial summary judgment. The motion carried by a 5-2 roll call vote; with Deccio and Herrera voting no. 4. Public Comment (allow 15 minutes) Shelly White, City resident, spoke against the State's middle housing requirements and provided an informational handout for Council. Tony Courcy, City resident, spoke regarding personal property matters. March 11, 2025 — Yakima City Council Meeting Minutes Page 1 of 2 496 5. Study Session Items A. Impact Fee Revenue Discussion Community and Economic Development Director Bill Preston and Planning Manager Trevor Martin presented additional information on revenue generated by other cities that collect impact fees on new development. Council and staff discussed at length the complexity of implementing an impact fee program, assessing and collecting the fee, and allocating the revenue. Due to current budgetary constraints and other limitations, it was Council consensus to not move forward on the matter at this time. After Council discussion, MOTION: Glenn moved and Deccio seconded to table these fees until a later date. The motion carried by unanimous vote. Resolution amending the Proclamation Policy City Attorney Sara Watkins briefed the Council on the proposed resolution changing the process in which proclamations are approved by the City Council. The City Clerk read the resolution by title only. MOTION: Berg moved and Brown seconded to adopt the resolution. The motion carried by a 5-2 roll call vote; with Deccio and Herrera voting no. RESOLUTION NO. R-2025-051, A RESOLUTION amending the City of Yakima Proclamation Issuance Policy 6. Adjournment MOTION: Brown moved and Deccio seconded to adjourn to the next City Council regular meeting on March 18, 2025, at 5:30 p.m. in the Council Chambers at City Hall.
