Roll Call Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Rick Glenn, Danny Herrera and Leo Roy Staff: City Manager Vicki Baker, City Attorney Sara Watkins and Deputy City Clerk Brandy Bradford 2. Pledge of Allegiance Mayor Byers led the Pledge of Allegiance. 3. Interpreter Services Mayor Byers introduced Marivy Vasquez who announced interpreter services are available in Spanish. 4. Public Comment Shelly White, City resident, provided information regarding middle housing options. Joe Daniels, City resident, read a religious passage. Andrew Reyes, City resident, spoke about several matters related to public information. 5. Open Discussion for the Good of the Order A. Presentation from DYBID Board DYBID Board Chair Ben Hittle presented information to Council relating to downtown maintenance services and costs. DYBID Board elections are scheduled for March 2025. The Board hopes to find ways to improve communication with City Council and staff regarding complaints in the DYBID area. Assistant Mayor Brown asked if the scope of the current DAY contract is too broad. DAY Executive Director Curt Wilson spoke about the workload and the costs of the contract. Mr. Wilson agreed that the scope of work should be reviewed. B. Yakima Valley Tourism 2024 Annual Report and 2025 update John Cooper, President & CEO of Yakima Valley Tourism, presented the Yakima Valley Tourism 2024 Annual Report and 2025 update. Cooper mentioned the Yakima Valley was named the Best Wine Region in the 2024 USA Today's Readers' Choice Awards. There will be a new training opportunity, the Yakima Valley Ambassador Program, which front-line staff and others can obtain certification to help improve messaging about the Yakima Valley. Cooper also discussed the upcoming Restaurant Week in March and efforts to increase participation of local restaurants in the event. Consent Agenda Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion -see motion directly below.) MOTION: Deccio moved and Herrera seconded to approve the consent agenda. The motion carried by a 7-0 roll call vote. A. Approval of minutes from the February 4, 2025 City Council regular meeting and February 11, 2025 City Council study session B. Set date of March 18, 2025, as the date for a closed record public hearing to consider the Yakima Planning Commission's recommendation on a rezone request (RZ#005- 24) for six parcels located at 103, 105, 107 N. 40th Ave., and 3902 Summitview Avenue C. January 2025 Investment Transaction Report D. Approve payment of disbursements for the period January 1-31, 2025 E. Resolution accepting and approving 4th Quarter 2024 Claim Report RESOLUTION NO. R-2025-033, A RESOLUTION accepting and approving the 4th Quarter 2024 Claim Report for the City of Yakima. F. Resolution authorizing the City Manager to amend the 2025 and 2026 Airport Rates and Fees RESOLUTION NO. R-2025-034, A RESOLUTION authorizing the City Manager to amend the 2025 and 2026 Airport Rates and Fees to add fees for the conference room, administrative office, and equipment usage to within the Master Fee Schedule in line with Resolution R-2024-191. G. Resolution authorizing an enterprise license agreement for the sole source purchase of Geographic Information System (GIS) Technology with Environmental Systems Research Institute Inc (ESRI) RESOLUTION NO. R-2025-035, A RESOLUTION authorizing an enterprise license agreement for the sole source purchase of Geographic Information System (GIS) Technology with Environmental Systems Research Institute Inc (ESRI). H. Resolution authorizing a contract with Granicus SmartGov for permitting, licensing, code enforcement services RESOLUTION NO. R-2025-036, A RESOLUTION authorizing an agreement with Granicus for SmartGov services. Resolution authorizing an Supplemental Agreement with HLA Engineering & Land Surveying Inc for 72nd Avenue and W. Washington Avenue Roundabout Project 2517 RESOLUTION NO. R-2025-037, A RESOLUTION authorizing Supplemental Agreement 4 with HLA Engineering and Land Surveying Inc providing professional services for the 72nd Avenue & W. Resolution authorizing a Right of Way Use Permit Application RL240086 for Once or Twice LLC at 31 N Front Street RESOLUTION NO. R-2025-038, A RESOLUTION authorizing the issuance of a right- of-way use permit to allow a metal awning and commercial exhaust hood at 31 N Front Street. K. Resolution authorizing Right of Way Use Permit Application RL240065 for Catholic Charities at 303 E D Street RESOLUTION NO. R-2025-039, A RESOLUTION authorizing the issuance of a right-of-way use permit to allow stairs and landing, and fencing and gate on the west side of the building at 303 East D Street. L. Resolution authorizing the execution of a Software as a Service (SaaS) agreement for the sole -source purchase of a Badge Application Processing Software from AirBadge, LLC RESOLUTION NO. R-2025-040, A RESOLUTION authorizing the execution of a Software as a Service (SaaS) agreement for the sole -source purchase of a Badge Application Processing Software from AirBadge, LLC. M. Resolution awarding of RFP 12412P and authorizing an agreement with Country Garden Nursery LLC., for the Downtown Flower Program RESOLUTION NO. R-2025-041, A RESOLUTION awarding of RFP 12412P and authorizing an agreement with Country Garden Nursey LLC., for the Downtown Flower Program. N. Ordinance amending the franchise granted to Wholesail Networks LLC and Ziply Fiber to construct, operate and maintain a telecommunications system ORDINANCE NO. 2025-003, AN ORDINANCE relating to the telecommunications system franchise granted to Wholesail Networks LLC and Ziply Fiber as originally granted under City of Yakima Ordinance No. 2015-045 and approving a transaction under which control of Wholesail Networks LLC and Ziply Fiber will be transferred to BCE Holding Corporation. 8. Public Hearings A. Public Hearing to consider: A) Resolution adopting the amended Six -Year Transportation Improvement Program for the period of 2025-2030, and to amend the Transportation Systems Plan 2040; and B) Resolution amending the Yakima Urban Area Comprehensive Plan Capital Facilities Element Bill Preston, Acting City Engineer, presented the City of Yakima's desire to amend the adopted Six -Year Transportation Improvement Program and the Transportation Systems Plan 2040 with the following additional Project 2143 E Nob Hill Blvd & Fair Ave I/S Improvements. Mayor Byers opened the public hearing and with no one coming forward or calling in to speak, Mayor Byers closed the public hearing. The City Clerk read both resolutions by title only MOTION: Deccio moved and Brown seconded to adopt both resolutions. The motion carried by a 7-0 roll call vote. R-2025-042, A RESOLUTION amending the adopted Six -Year Transportation Improvement Program (TIP) for the period of 2025 through 2030 and amending the Transportation Systems Plan 2040. RESOLUTION NO. R-2025-043, A RESOLUTION amending the Yakima Urban Area Comprehensive Plan Capital Facilities Element to incorporate the amended Six -year Transportation Improvement Program (TIP) for the period of 2025 through 2030. Department Items A. Overview of the City's policy regarding traffic calming Acting City Engineer Bill Preston provided Council an overview of the City's policy and procedures for Traffic Calming, including the petition process. B. 2024 Update on Capital Improvement Projects Report Acting City Engineer Bill Preston presented the City of Yakima Engineering Division 2024 Capital Improvement Project Presentation. Highlighted projects include the Cowiche Canyon Trail, Russell Lane improvements, Nob Hill Blvd.4th Ave to 15th Ave Grind & Overlay, 2nd Street Sidewalks, Green Paint, N 1st St Reconstruction - Phase 3, project challenges, and a look ahead into 2025 and 2026 projects and beyond. Discussion regarding homelessness issues and positive solutions City Attorney Sara Watkins presented Council with the statistics for Yakima County from the 2024 Point in Time Counts. Watkins also gave examples of projects that provided housing for people experiencing homelessness. Some successful projects include the City of Walla Walla Sleeping Center and The Exit Homelessness Program; the City and County of Milwaukee, WI, Milwaukee, A Housing First Approach; the City of Olympia, WA, Tiny Home Villages; and, the City of Spokane, WA, Scatter Shelter Model. D. Information about the upcoming community outreach efforts, budget committee and survey City Manager Vicki Baker, Communication and Public Affairs Manager Randy Beehler, and Interim Finance Director Mike Bailey provided Council an overview of the planned community outreach efforts, budget committee scheduling and the community survey. A summary of the Citizen's Budget Committee's first meeting on February 13, 2025, was provided. E. Ordinance amending the City of Yakima Municipal Code Section 7.92.040, Incentive program for water and/or wastewater connection charges City Attorney Sara Watkins presented the proposed ordinance amendments for YMC 7.92.040, relating to the use of funds from state and federal programs providing funding to connect affordable housing units to City utilities. The ordinance amendment to YMC 7.92.040 would make using the 1406 money optional, rather than required, for the Affordable Housing Incentive Program. This is a small change to the current ordinance to include an allowable expense under the statute. The City Clerk read the ordinance by title only. ORDINANCE NO. 2025-004, AN ORDINANCE amending the City of Yakima Municipal Code Section 7.92.040, Incentive program for water and/or wastewater connection charges. Ordinance amending the City of Yakima Municipal Code Section 1.09.010: Office Hours —Generally City Manager Vicki Baker presented an ordinance which provides the City Manager authority to amend the business hours of divisions and departments, as needed, due to staffing shortages or other reasons. The ordinance does not change the general hours of City operation or authorize a change in the hours that the City Clerk's counter is open. The City Clerk read the ordinance by title only. MOTION: Deccio moved and Brown seconded to pass the ordinance. The motion carried by a 7-0 roll call vote. ORDINANCE NO. 2025-005, AN ORDINANCE amending the City of Yakima Municipal Code Section 1.09.010 Office Hours —Generally. 10. City Manager Update None. 11. Other Business MOTION: Brown moved and Deccio and seconded to direct staff to put on the next city council meeting a resolution expressing a vote of no confidence in the Yakima County Homeless Coalition as drafted by me, a copy of which I will provide to the city clerk. The motion carried by unanimous vote. MOTION: Berg moved and Brown seconded to direct staff to reach out to Commander Davis for presentation at future study session, in March or April, the current status of City jail. The motion carried by unanimous vote. MOTION: Berg moved and Brown seconded to direct staff to draft an amendment requiring proclamations to have endorsements from at least three Councilmembers before vote on them and to be placed on the March 4 for discussion. The motion carried by unanimous vote. 12. Adjournment MOTION: Brown moved and Deccio seconded to adjourn to the next City Council regular meeting on March 4, 2025, at 5:30 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote.
