Staff Announcements — Planning Manager Martin announced the following:
• The RFPQ (Request for Pre -Qualification) was successful, yielding
candidates. The firm Berk was selected, and the commissioners who
proposals provided feedback on their recommendation.
Approval of Minutes from September 25, 2024 and October 9, 2024 - It was motioned by
Commissioner Monick and seconded by Commissioner Stephens to approve the meeting
minutes of September 25, 2024, as presented. The motion carried unanimously. It was
motioned by Commissioner Monick and seconded by Commissioner Knapp to approve the
meeting minutes of October 9, 2024, as presented. The motion carried unanimously.

Public Comment — None
Planning Commission 2024 Recap, Goals & Priorities for 2025 — Planning Manager Martin
provided a month -by -month review of the commission's accomplishments and addressed
questions regarding House Bill 1110, which led to a discussion among the commissioners.
Martin also announced a training session scheduled for next month with the Yakima Valley
Conference of Governments (YVCOG). The session will focus on resources available to
commission members, Robert's Rules of Order, rules and procedures, and state laws governing
the commission's roles and responsibilities. Before transitioning to the 2025 preview,
Commissioner Place raised concerns about water rights and sewer capacity in preparation for
House Bill 1110 and the periodic update. She requested that Martin provide the commission
with water, sewer, and irrigation capacity plans. Commissioner Knapp added a request for the
Capital Facilities Plan. The discussion then shifted to the periodic update, including plans to
host open houses aimed at informing the public and the future of corner stores.
Other Business — Commissioner White revisited the topic of short-term rentals from the
previous meeting, prompting further discussion among the commissioners.

• Planning Manager Martin will provide a report from the Sustainability Committee and any
updates from Commerce regarding SB 1110.

• Special meetings will be scheduled with the consultants.
• Water, sewer, and irrigation capacity plans will be provided to the commission.
• Information from the Municipal Research and Services Center (MSRC) on bodegas and
corner stores will be shared.
• A link to the Sustainability Committee meeting will be provided.
