AGENDA STATEMENT
SUMMARY EXPLANATION:
Project 2517 consists of installing a roundabout at 72nd Avenue and W. Washington Avenue. Work
includes curb, gutter, sidewalk, drainage, water, sewer, paving and illumination. Supplemental
Agreement 4 with HLA Engineering & Land Surveying Inc will include additional design work and
construction management. The Agreement is an amount not to exceed $477,000. The project funding
includes 2019 State Transportation appropriation and Transportation Improvement Board.

RESOLUTION NO. R-2025-
A RESOLUTION authorizing Supplemental Agreement 4 with HLA Engineering and Land
Surveying Inc providing professional services for the 72nd Avenue & W.
Washington Avenue Roundabout Project 2517 (PROJECT)
WHEREAS, the City of Yakima (City) desires to improve the 72nd Avenue and W.
Washington Avenue intersection; and
WHEREAS, improvements consist of constructing a roundabout at the intersection of
72nd Ave and W. Washington Avenue; and
WHEREAS, the City entered into Contract 2021-054 with HLA Engineering and Land
Surveying, Inc and desires to supplement the existing agreement to include added work for
design, construction management, and extend the agreement end date through construction;
and
WHEREAS, funding for the Project is provided by 2019 State Transportation
appropriation and Transportation Improvement Board (TIB) funds; and
WHEREAS, the City Council of the City of Yakima finds that supplementing the
Professional Services Agreement is in the best interests of the City and its residents; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute a Professional Services Agreement
Supplement 4 with HLA Engineering and Land Surveying, Inc., attached hereto and
incorporated herein by this reference, not to exceed Four Hundred Seventy-Seven Thousand
Dollars ($477,000) to provide the Professional Services as described in the Supplemental
Agreement.

Section 1 : Supplemental Agreement
The City of Yakima, Washington desires to supplement the contract agreemen! eltergO into with HLA
Engineering and Land Surveying, lnc., and executed on April 7,2021, by Resolution No. R-2021-045 and
iOe-ntifieO as Contract No. 2021-054. All provisions in the basic contract remain in effect except as
expressly modified by this supplement. The changes to the agreement are described as follows:
Section 2: Scope of Services
Reasoning for this contract supplement is described as follows:
a HLA's original scope of services included an asphalt roundabout. At 90% plan completion, it was
determinid by the City that an alternative bid schedule for a concrete roundabout option should
be included in tne OiO-documents if bids came in favorable or if additional funding was received.
HLA revised plans, specifications, and estimates to include an alternative bid schedule for the
concrete roundabout. Additional work associated with adding a concrete roundabout at 90%
plans included:
o Analysis of structural concrete including load bearing, Iongevity, and resistance to cracking'
o Substantial plan revisions to add a concrete roundabout and its associated design
requirements (typical sections, jointing plans, curbing, and details)'
o Several iterations of design for a concrete roundabout including geometry, curb types, and
adjustment to storm drainage.
lncrease in Project Management and Administration tasks (including additional plan reviews) due
to the addition of an option of a concrete roundabout.
Following the City receiving notification of TIB funding in November 2024, the City directed the
alternatiie bid schedule foitne concrete roundabout to be incorporated into the base bid.
Substantial revisions were required to re-order plans, specifications, and estimate to remove the
alternative bid schedule.

preparation of project-specific traffic control plans for each phase of construction per the City's
request. Addition of bidding services, including:
o Prepare advertisement for bids.
o post documents to HLA website, notify potential bidders and utility companies of PROJECT
posting, and maintain planholder list.
o Answer and supply information as requested by prospective bidders.
o Prepare and issue addenda to contract documents, if necessary'
o Attend bid opening and participate in the evaluation process.
o prepare a summary of the bids received and review the bidder's qualifications and
responsiveness.
o provide a recommendation for an award to the Agency for construction contract.
II. CONSTRUCTIONOBSERVATIONANDADMINISTRATION
The following phase is to be added to Exhibit A - Project Scope of Services in the Agreement For
Professional Services by Supplement No' 4.
G. CONSTRUCTIONENGINEERINGSERVICES
1. Following Council award authorization, prepare notice of award to the Contractor,
assembl6 construction contract documents, and coordinate contract execution with the
CITY and Contractor.
2. Review Contractor's submission of certificate of insurance and contract bond.
3. Coordinate and facilitate preconstruction meeting with the CITY, Contractor, private
utilities, and affected agencies, including preconstruction agenda and meeting record.
4. Prepare and transmit notice to proceed to Contractor.
5. Furnish a field survey crew to provide geometric control, including construction staking.
6. Furnish a resident engineer (inspector) to observe construction for substantial
compliance with plans and specifications and CITY Construction Standards'
7. Review contractor's submission of samples and shop drawings.
B. Maintain material submittal list for duration of PROJECT'
9. Respond to Contractor requests for information (RFl)'
10. Prepare daily progress reports.
11. Prepare weekly statements of working days.
12. Consult and advise the CITY during construction and make final review and report of
the completed work with CITY representatives'
13. Coordinate and attend construction meetings anticipated once per week during the
duration of imProvements.
14. Perform measurement and computation of pay items'

15. prepare and provide monthly progress estimates to the CITY and recommend progress
payments for the Contractor.
16. prepare proposed contract change orders and/or force account computations as
required.
17. Conduct final walkthrough inspection with the Contractor and CITY. Prepare and
transmit punchlist to Contractor.
18. prepare and furnish record drawings and field notes of completed work in accordance
witn pnOleCT field records providied by the resident engineer and those submitted by
the Contractor.
Monitor the Contractor's compliance with state labor standards.
Assist the CITY with funding reimbursement information and supporting documentation,
as requested.
Monitor the Contractor's compliance with Disadvantaged Business Enterprise (DBE)
goals and reporting requirements.
Prepare and submit recommendation of PROJECT acceptance.
Prepare and submit Notice of completion of Public works contract (Noc).
Coordinate and administer a PROJECT completion debrief meeting with CITY, HLA,
and contractor if requested by CITY.
Monitor lien releases from state agencies.
Notify CITY when retainage may be released.

IV. TIME OF GOMPLETION
The folowing phase is to be added to Exhibit A - Time of Completion in the Agreement For
Professionalservices by Supplement No. 4.
G. CONSTRUCTIONENGINEERINGSERVICES
1. Construction engineering services shall begin upon construction contract award by the
CITy to the lowest responsible bidder and extend through notification to the CITY when
retainage maY be released.
Z. A maximum of one hundred thirty-five (135) working days has been assumed for the
construction of improvements, utilizing a standard 40-hour work week.
3. Should the Contractor be granted time extensions for construction completion due to
recognized delays, requested additionalwork, and/or change orders, services during
consiruction beiond the one hundred thirty-five (135) working days shallbe considered
additional services.

V. FEE FOR SERVICES
The following phase is to be revised in Exhibit A - Fee for Services in the Agreement For
Professional Services by Supplement No. 4'
E. FINAL ENGINEERING DESIGN. PLANS, AND SPECIFICATIONS (60%, 9O%, 1OO% ANd

1. All work described in Section 2: Scope of Services above shall be performed on a time-
spent basis at the current hourly billing rates shown in Exhibit B, plus reimbursement
for direct non-salary expenses shall be increased by $50,000. With Supplement No. 4
the total estimated fee for this phase is $209'280.
2. See updated Exhibit B for the current Schedule of Rates for HLA Engineering and Land
Surveying, lnc.
3. See added Exhibit C-1 for Professional Fees - Engineer's Hourly Design Estimate.
The following phase is to be added to Exhibit A - Fee for Services in the Agreement For
Professionalservices by Supplement No. 4.

time-spent basis at the current hourly billing rates shown in Exhibit B, plus
reimbursement for direct non-salary expenses for an estimated fee of $427,000'

Section 5: Compensation
The maximum payable amount will be increased by $477,000. With Supplement No. 4 the total maximum
amount payable for the agreement of $636,280.
