Special Event Permit Process
46 special event permits were processed in 2024
The special event permitting process is a time consuming endeavor that spans
across City divisions — These permits can take several weeks and hours of
coordination to process

Cruising the Ave — Code
YMC 9.25 — Cruising Control
9.25.020 — Cruising Permitted — Open Cruising Event:
A. Cruising shall be permitted by the public on Yakima Avenue from six p.m. to ten p.m. on the
second and third Saturday evenings of the months of June,July,August and September of each year. , diw
This permission does not prohibit other special events to occur on Yakima Avenue during these w i
times unless a special eventpermit has beenpermitted which wouldpreclude cruising.

8. For any additional open cruising event or events to take place such designation shall be made •
pursuant to resolutions adopted from time to time by the city council. Such additional open cruising
events shall be deemed special events subject to all of the provisions and requirements of Chapter a .• -
9.70 YMC. Such resolution shall contain the language: "If no special event permit is obtained within '' -
fourteen days of the date of the event, the resolution shall be considered null and void."
C. Following adoption of any resolution designating an open cruising event on Yakima Avenue,
the designated open cruising event dates, with identification of the resolution designating such
event, shall be posted on the city website, and may be published in any other manner deemed

25 special events along Yakima Ave between 2019 and 2024
A number of these events occurred on Permitted "Cruise the Ave" nights
When events fall on designated Cruising nights, Council must take action
Example — PSE#001-24 — "The Yakima Mile"
Set to take place Saturday July 13, 2024 6pm-8:30pm during designated cruising hours
Yakima City Council adopts resolution on July 2, 2024 effectively rescheduling a cruise night to allow for
both the Yakima Mile and the second permitted cruise night for July to occur

YPD Process
Once YPD receives the special event permits:
They determine the amount of officers needed to safely carry out our role.
An email is sent out inquiring officers who are intersected in working the
detail.
Selection is made by seniority.
For cruise nights, staffing has been set at a minimum of 6 officers and 1 sergeant
for most cruise nights. There have been a few nights we determined to need
additional staffing and hired up to 16 officers/sergeants.

YPD Process - Parades
Parades are much more labor intensive since an officer is staffed at most intersections, two at
large intersections.
The number of officers depends on the size of the parade, the Sunfair Parade requiring the
largest amount of officers.
The Yakima Mile is only worked by the traffic unit. 4 motorcycle officers to escort the running
heats, one transit officer to work the finish line.
The YWCA and the Salvation Army Toy Runs are escorted primarily by the traffic unit and
supplemented by patrol officers to assist at major intersections.
