HomeMy WebLinkAbout2025-002 Ordinance amending the YMC Section 3.131.010, Aquatic Facilities FundORDINANCE NO. 2025-002 AN ORDINANCE amending the City of Yakima Municipal Code Section 3.131.010, Aquatic Facilities Fund. WHEREAS, Chapter 3.131 of the Yakima Municipal Code (YMC) establishes the Aquatic Facilities Fund for the City of Yakima (City), which fund pays for operational expenses associated with the City's various aquatic facilities; and WHEREAS, on November 26, 2024, the City Council approved an increase in the stormwater in -lieu tax under YMC 7.64.040 from 15% to 20%; and WHEREAS, the increase in stormwater in -lieu tax is intended to provide funding for the operation of the City's various aquatic facilities; and WHEREAS, the City Council of the City of Yakima finds and determines that YMC 3.131.010 should be amended to reflect the funding resource for the operation of the City's aquatic facilities, is in the public interest and best interest of the City and its residents; now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 2. Section 3.131.010 of the City of Yakima Municipal Code is hereby amended to read as follows: 3.131.010 Aquatic Facilities Fund A. There is created the Aquatic Facilities Fund. B. The Aquatic Facilities Fund may be credited with all receipts arising from any aquatic activities, contributions for aquatic purposes from private sources, allocation of 5% of the Storm Water Tax collected, and/or other revenue sources not restricted in use by law. C. The money in the Aquatic Facilities Fund may be used to meet any expenses incurred by the City in the operation of city -owned aquatic centers. For Meeting of: February 4, 2025 ITEM TITLE: Ordinance allocating the 5% stormwater utility tax increase for all pool operations SUBMITTED BY: Scott Schafer, Director of Public Works SUMMARY EXPLANATION: On November 26, 2024, City Council approved an increase in the City's Stormwater In -Lieu Tax from 15% to 20%. Staff was then directed by City Council to create a new fund in which to direct this 5% increase to pay for operational expenses associated with the City's various aquatic facilities, thus the creation of Fund 133 - Aquatic Facilities Fund. The 5% increase allocated to Fund 133 will generate approximately $220,000 per year to be used towards operational costs with the City's aquatic facilities. This ordinance amends City of Yakima Municipal Code Section 3.131.010, Aquatic Facilities Fund, to allow the allocation of 5% of the Stormwater In -Lieu Tax collected to be transferred into Fund 133.
