ORDINANCE NO. 2025-001
authorizing the establishment of a Special Revenue Fund 133
"Aquatics Facilities Fund"; specifying sources of revenue for
such fund; and designating the purposes of and the manner of
authorizing expenditures from such fund.
WHEREAS, the City of Yakima is responsible for managing multiple aquatic
centers that serve the community and promote recreational activities; and
WHEREAS, the City Council has determined that maintaining aquatic facilities
funds in a separate account will provide clear tracking of expenditures, enhance fiscal
responsibility, and promote public trust in the management of these funds is in the best
interest of the City of Yakima and its residents; now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. The City Council does hereby incorporate the above "whereas" recitals
as findings in support of this ordinance to establish a separate Special Revenue Fund 133
to account for Aquatics Operations.
Section 2. There is hereby added a new City of Yakima Municipal Code Chapter
3.131, which establishes the Aquatic Facilities Fund for the purpose of segregating
revenues received through and expenditures eligible pursuant to the ordinance and reads
as follows:
3.129 Aquatic Facilities Fund,
A. There is created the Aquatic Facilities Fund.
B. The Aquatic Facilities Fund may be credited with all receipts arising from
any aquatic activities, contributions for aquatic purposes from private
sources, allocation of a portion of Storm Water Tax, or other revenue
sources not restricted in use by law.
C. The money in the Aquatic Facilities Fund may be used to meet any
expenses incurred by the City in the operation of city -owned aquatic
centers.
Section 3. If any provision of this ordinance is found to be invalid or
unenforceable, the remaining provisions shall continue in full force and effect.
Section 4. This ordinance is one making appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the
City Charter.

ITEM TITLE: Ordinance to create a fund to account for Aquatics Facilities Revenue

SUMMARY EXPLANATION:
The City of Yakima is responsible for managing multiple aquatic facilities that serve the community and
promote recreational activities. In an effort to maintain greater accountability and transparency in
financial operations related to these aquatic facilities, the City Council has proposed the establishment of
a Special Revenue Fund, known as Fund 133, dedicated specifically to the aquatic facilities operations.
This new fund will allow the city to segregate aquatic -related financial activities from other city
expenditures, ensuring that income generated from pool operations and related services is clearly
tracked. By maintaining the aquatic funds in a separate account, the city staff aims to provide a
transparent overview of expenditures and revenues, which will enhance public trust in how these funds
are managed and utilized.
