A RESOLUTION amending the Yakima Urban Area Comprehensive Plan Capital
Facilities Element to incorporate the amended Six -year Transportation
Improvement Program (TIP) for the period of 2025 through 2030.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a six -year
Transportation Improvement Program for transportation improvements to arterial streets in the
City of Yakima for the ensuing six -year period, all as contemplated and required by the State
RCW 35.77.010 and applicable Federal law; and
WHEREAS, the City of Yakima desires to amend the Yakima Urban Area
Comprehensive Plan Capital Facilities Element to reflect the adoption of the Six -year TIP, as
contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth
Management Act and consistency of the Comprehensive Plan and the Six -year TIP; and
WHEREAS, this amendment is limited to incorporation of the projects listed in the Six -
Year Transportation Improvement Plan for the period of 2025 to 2030 to the Capital Facilities
Element of the Yakima Urban Area Comprehensive Plan, which is required under RCW
36.70A. 1 30(2B) and RCW 35.77.010; and
WHEREAS, a public hearing was held by the Yakima City Council on the Six -year TIP
on Tuesday, February 4, 2025, with the proper public notice as required by RCW 35.77.010;
and
WHEREAS, the City Council of the City of Yakima, after reviewing the information and
holding the public hearing, finds that amending the Yakima Area Comprehensive Plan Capital
Facilities Element is in the best interest of the City and its residents; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The adopted Six -year Transportation Improvement Program for the period of 2025
through 2030 for the City of Yakima shall be incorporated as an amendment to the Capital
Facilities Element of the Yakima Urban Area Comprehensive Plan.
ADOPTED BY THE CITY COUNCIL this 4th day of February, 2025.

ITEM TITLE: Public Hearing to consider: A) Resolution adopting the amended Six -
Year Transportation Improvement Program for the period of 2025-
2030, and to amend the Transportation Systems Plan 2040; and B)
Resolution amending the Yakima Urban Area Comprehensive Plan
Capital Facilities Element

SUMMARY EXPLANATION:
On July 2, 2024 the City of Yakima adopted R-2024-122 and R-2024-123 as required by state statute to
update its Six -year Transportation Improvement Program (TIP) for submittal to the Washington State
Department of Transportation. The City is amending the Six -year TIP to include the following funded
additional project:
Project 2843 E Nob Hill & S 18th St
A Public Hearing will be held to consider including the additional projects in adoption of an amended
Resolution approving the Six -year TIP and amending the regional Metropolitan Transportation Plan and
Comprehensive Plan Capital Facilities Element.
ITEM BUDGETED: N/A
STRATEGIC PRIORITY 24-25: A Resilient Yakima
RECOMMENDATION: Adopt Resolutions.
