R-2025-026 A RESOLUTION authorizing acceptance of 2024 City Safety Program HSIP award with the Washington State Department of Transportation for the E. Nob Hill Blvd. and S. 18th St. Safety Improvements Project 2843. WHEREAS, the City of Yakima (City) is improving the functionality and safety of the E. Nob Hill Blvd. and S. 18th St. Intersection Project 2843 (Project); and WHEREAS, improvements consist of installing pedestrian signal system, crosswalk markings, curb ramps, and sidewalk at the intersection of E. Nob Hill Blvd. and S. 18th St. Intersection; and WHEREAS, the City was selected to receive $228,000 in federal funding through the Washington State Department of Transportation (WSDOT) 2024 City Safety Program through the FHWA's Highway Safety Improvement Program (HSIP) which requires no local match for the project; and WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and its residents to accept and execute the grant agreement with HSIP for the E. Nob Hill Blvd. and S. 18th St. Safety Improvements Project 2843, and authorize the City Manager to take all necessary steps to execute the grant agreement, necessary contracts, and administer the funds received from WSDOT; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. The City Manager is hereby authorized to accept the Washington State Department of Transportation (WSDOT) grant award, not to exceed Two Hundred Twenty -Eight Thousand Dollars ($228,000.00), and directed to take all necessary steps to secure the funding for the E. Nob Hill Blvd. and S. 18th St. Safety Improvements Project 2843. Section 2. The appropriate administrative officials of the City are hereby authorized to receive monies and to expend the same as authorized by the WSDOT award. Section 3. The City Manager, or his designee, shall have responsibility for the administration of said funds and expenditure of said funds received pursuant to the WSDOT award and the budget submitted therewith for the grant. Section 4. The City Council hereby authorizes the City Manager to execute any and all contracts necessary and not to exceed the budgeted amounts outlined in the agreement, and enter into any other necessary agreements or documents to accomplish the E. Nob Hill Blvd. and S. 18th St. Safety Improvements Project 2843 funded through the WSDOT award. Section 5. Severability. If any section, subsection, paragraph, sentence or clause of this resolution is declared invalid or unconstitutional for any reason, such decision shall not affect the validity or constitutionality of the remaining portions of the resolution. The federal funding is limited as shown below: Intersection Safety Improvements at E Nob Hill Blvd and S 18th St $228,000 Scope: See attached project summary. NOTE: The project is eligible for 100% HS1P funding, for all phases authorized prior to April 30, 2027. lf any phase is not obligated by this date, remaining funding may be rescinded, and the agency will need to re -compete for funding or construct the project with local funds. Scope and funding modifications require prior approval from WSDOT HQ Local Programs. In order to meet state and federal requirements, the following are required: Project expenditures incurred before receiving notice from Local Programs of federal fund authorization are not eligible for reimbursement. Please refer to the Local Programs webpage for detailed authorization information, including: .wsdotwaov/local ro rams .7 Local Agency Guidelines (LAG) manual for detailed requirements; Transportation Improvement Program (TIP) and Statewide Transportation Improvement Program (STIP) amendments, as applicable; vi Funding and billing forms; v' Local Project Report is required to be completed by the end ofJune and December each year.
