Executive Session Executive Session regarding pending litigation pursuant to RCW 42.30.110(1)(i) MOTION: Brown moved and Deccio seconded to adjourn to Executive Session for 60 minutes to discuss pending litigation pursuant to RCW 42.30.110(1)(i). The motion carried by unanimous vote; Glenn absent. Present for Executive Session: Mayor Patricia Byers, Assistant Mayor Matt Brown, and Councilmembers Reedy Berg (present at 4:42 p.m.), Janice Deccio, Rick Glenn (attending remotely via phone until 5:05 p.m.), Danny Herrera and Leo Roy Executive session was held at 4:35 p.m. and adjourned at 5:25 p.m. The meeting was called back to order at 5:32 p.m. 1. Roll Call Present: Mayor Patricia Byers, presiding; Assistant Mayor Matt Brown and Councilmembers Reedy Berg, Janice Deccio, Danny Herrera and Leo Roy Staff: City Manager Vicki Baker, City Attorney Sara Watkins and City Clerk Rosalinda Ibarra Absent and Excused: Councilmember Rick Glenn 2. Pledge of Allegiance Mayor Byers led the Pledge of Allegiance. 3. Interpreter Services Mayor Byers introduced Jorge Villasenor who announced interpreter services are available in Spanish. 4. Public Comment Dori Peralta Baker, City resident; and Esther Huey, City resident; on behalf of the aquatic fundraising committee, expressed concerns by the donors regarding the ARPA funding for the maintenance and operations of the aquatic pool. Rhonda Hauff, City resident, spoke about the role of physicians providing medical services and permanent supportive housing to community members. Joe Daniels, City resident, talked about the Mayflower Compact agreement and read a religious passage. January 21, 2025—Yakima City Council Meeting Minutes Page 1 of 3 473 5. Consent Agenda Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Brown moved and Deccio seconded to approve the consent agenda. The motion carried by a 6-0 roll call vote; Glenn absent. A. Approval of minutes from the January 7, 2025 City Council regular meeting and January 14, 2025 City Council study session B. Approve payment of disbursements for the period December 1-31, 2024 C. 2024 4th Quarter Treasury Report D. RESOLUTION NO. R-2025-020, A RESOLUTION setting the time and place for a hearing on February 4, 2025 to review and adopt the amended Six-year Transportation Improvement Program and amend the Capital Facilities Element of the Yakima Urban Area Comprehensive Plan for the period of 2025-2030. E. RESOLUTION NO. R-2025-021, A RESOLUTION authorizing a Professional Services Agreement with Gray and Osborne, Inc. (G&O) to provide general civil engineering and staff support services to the City of Yakima on various projects and related work. 8. Public Hearings None. 9. Department Items A. Discussion about developing a community service program involving non-profit providers and municipal courts Yakima Municipal Court Judges Aryn Masters and Troy Clements presented on the Court's community service program which allows judges to order defendants to complete community service hours at non-profit agencies. Community service hours are assigned in three different areas: through the Community Diversion Program (soon to be Community Diversion Court); as a sentencing alternative to jail time in limited non-violent criminal cases; and for infractions to minors or low-income adult traffic offenders. B. Ordinance to create a fund to account for Aquatics Facilities Revenue (First Reading) Director of Finance and Budget Viren Mayani briefed the Council on the first reading of a proposed ordinance to create a fund for aquatics facilities. The City Clerk read the ordinance by title only. January 21, 2025—Yakima City Council Meeting Minutes Page 2 of 3 474 First Reading of AN ORDINANCE authorizing the establishment of a Special Revenue Fund 133 "Aquatics Facilities Fund"; specifying sources of revenue for such fund; and designating the purposes of and the manner of authorizing expenditures from such fund. 10. City Manager Update City Manager Baker provided an update about the budget committee and outreach efforts. City staff will reach out to members that Councilmembers have identified to serve on the budget committee. 11. Other Business MOTION: Brown moved and Berg seconded to have a future study session discussion regarding ordinances that pertain to closure of Yakima Avenue and special event permits. The motion carried by unanimous vote; Glenn absent. 12. Adjournment MOTION: Brown moved and Deccio seconded to adjourn to the next City Council regular meeting on February 4, 2025, at 5:30 p.m. in the Council Chambers at City Hall. The motion carried by unanimous vote; Glenn absent.
